Item Paradigm shifts in ancient kingship traditions in Tonga : a historical and anthropological examination of political practices and changes throughout the bipartite and tripartite systems of government 1550-1875 AD : the case of Hau : a thesis submitted for the degree of Doctor of Philosophy in Social Anthropology at Massey University (Albany Campus – Auckland) New Zealand(Massey University, 2019) Ilaiu, Siaosi LeiniThis study of traditional Tongan kingship system focuses on the emergence of the hau authority and redesigned of the political history of this ancient society. The main purpose is to take a close look at key elements such as governorship, secular ruler, absolute sovereign, victor, champion or military skills etc, which propounded by competing views that have contributed or responsible for clouding the role and responsibilities of the hau in relation to the rise of the second and third divine dynasties of the Tu’i Ha’atakalaua and the Tu’i Kanokupolu. It is central to this work to rethink the information transmitted by oral tradition by assessing what is said about the origin and designation of the hau office. The purpose therefore is primarily to interpret in light of new evidence the positions of both oral tradition and academic revisionists, and to unveil some material that seems to be missing from the dialogue thus far on the hau. This work aims at restoring some sense of historicity to the understanding of traditional kingship in pre-European Tonga. The study examines the creation of the secular office of the hau, why there was the need to implement such a political development, and the recent debate amongst historians and anthropologists on the issue of ‘what is hau’. The debate started from a challenge on the orthodox version that stated the hau was a secular office created by the TT to take over the executive responsibility in about 1350 AD. A leading Pacific historian Niel Gunson argues that there was a system existed way before this date in which the TT title was open for challenge as a rule by a member of his peers. This idea was disputed in 1982 by another Pacific historian Ian Campbell who argues that there was no set rule for such challenge, it was instead a matter of having the means and opportunity. The study responds to the debate by arguing that there were paradigm shifts in the political history of Tonga that historians and anthropologists have been overlooking and as a consequence have misinterpreted, prolonging the dialogue needlessly. In the light of some new findings, I identify three-paradigm shifts that took place between 1350 AD and 1875 AD. It is the dynamism within this 500-year period that this thesis strives to resuscitate.Item Custom, governance and Westminster in Solomon Islands : charting a course out of the political quagmire : a thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies, Massey University, Palmerston North, New Zealand(Massey University, 2016) Cassells, Ross MacdonaldThis thesis investigates whether the people of Solomon Islands would be better served by a form of governance that is politically hybrid than through the current Westminster unitary-state model. In remote provinces such as Choiseul, the reach of the state is limited. Here, notions of citizenship and national identity have gained little traction because kin group relations underpin society and form the basis for peoples’ identity. In such societies customary institutions, in the form of chiefs, and the church provide order. In these self-governing rural communities governance is distinctly parochial in its application and often hybrid in form. This study examines whether the hybrid polities of such communities have an application within the proposed Federal Constitution of Solomon Islands. The thesis, first, examines the international concepts of governance that have shaped and provided a framework within which the state of Solomon Islands, and its systems of governance, have evolved. State governance today, is very much a product of historical antecedents. However, an analysis of these antecedents demonstrates that Solomon Islanders have been particularly adept at appropriating introduced systems for their own purposes, and matters of governance are no exception. Using semi-structured interviews, the fieldwork component of this thesis examines the hybrid form of governance that exists in a Choiseulese village to determine whether such models have an application within the proposed Federal Constitution, thus providing a greater degree of political legitimacy than exists under the current Westminster system. Three tiers of government are proposed in the Federal Constitution – Federal, State and Community Governments. Of these, Community Governments provide a particularly suitable political arena where hybridised forms of village governance, which locally have a considerable degree of political legitimacy, can be combined with such functions of state as are necessary to achieve good governance. This, it is argued, will allow the development of forms of governance that are much more suited to local conditions than is possible under the current constitution.Item The role and sustainability of East Timorese NGOs : 'How long can they last?" : a thesis presented in partial fulfilment of the requirements for the degree of Master of Public Policy at Massey University(Massey University, 2005) Soares, DomingosSince its independence from the Portuguese and Indonesia, East Timor has had political and humanitarian support from various international organisations, gradually leading to the formation of East Timorese Non Governmental Organisations (NGOs). This thesis argues that "East Timorese NGOs' roles for a full engagement in the development process of East Timor are unsustainable." The reason is that they lack the financial foundation to attract substantial support from international donor-organisations. In addition, they have grown competitive amongst themselves. Therefore, dependency undermined sustainability. Sustainability espouses the idea that in the long term, income or welfare can be maintained only if the capital-stock from which it is drawn (financial sources from which the East Timorese NGOs had drawn) does not decline. Independent from government, an NGO works with and within the community towards common goals. Development is therefore a progression of positive changes quantitatively and qualitatively, whereas dependency comes from an unequal international relationship between two sets of countries: the metropolitan core and the periphery. East Timorese NGOs are dependent in two ways: financial and human resources dependency. While East Timor NGOs had played colossal roles during their existence, they had also relied heavily on donors' support. This study is supported by reasoned evidence in the form of information and data obtained through descriptive qualitative research methodology (including the systems theory approach), encompassing the following methods: in-depth and email interviews, and participant observation.Item The factors and causes for the failure of states in the South Pacific : a thesis presented in partial fulfillment of the requirements for the degree of Master of Philosophy in Defence and Strategic Studies at Massey University, Palmerston North, New Zealand(Massey University, 2002) Leske, Samuel WadeThe modern notion of the state has had a difficult time in permeating the South Pacific. The problem is that the tiny South Pacific communities are in many ways simply too small to act as states in the traditional sense. Where this combines with severe ethnic and economic problems it is a powder keg that can result in a state's failure. The Pacific is clearly the most important region in New Zealand's immediate area of direct strategic interest, as it is in that region that all of New Zealand's goods must flow to reach the lucrative markets of the world. It is also through this region that the threats to New Zealand must pass. These threats are not necessarily foreign military forces, but things which can indirectly pose a threat to New Zealand's sovereignty such as the detrimental influence of the drugs trade on our society, the proximity of vulnerable economics to organised crime cartels and the risks, and problems associated with displaced persons forced from their Pacific homes in the wake of a state's collapse. A state's failure in New Zealand's area of direct strategic interest would pose a significant threat to New Zealand's territorial and economic security. To preserve New Zealand's sovereignty and to assist in protecting those within our area of strategic interest, New Zealand needs to be able to recognise those factors which can trigger a substantial failure within a state. An economically vulnerable state can be just a bigger threat to New Zealand as a violently imploding one. To understand and predict the possible outcomes for states in the South Pacific the idea of the state must be first understood. The inception of the modern state following the Treaty of Westphalia is a good place to start. Issues of sovereignty and ethnicity need to be considered when examining the state but despite these major issues the definition of a state can always be linked back to the ability of the controlling entity to exercise a monopoly of violence over its subjects. This forms the basis of the definition of the state and as an indicator used to determine if a state is failing or not. Though the monopoly of violence is a good indicator it is not the cause. There must be a number of factors that allow a state's controlling entity to loose control. These factors lead to a competition between groups that want to gain the ability to exercise a monopoly of violence over the state. The result of this competition is civil war, instability and ultimately the complete collapse of the societal and economic structure of the state.
