    Social development outcomes of participation in the New Zealand Recognised Seasonal Employer (RSE) scheme for ni-Vanuatu seasonal migrant workers : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand

    This thesis is focused on the New Zealand Recognised Seasonal Employer (RSE) scheme which enables low-skilled seasonal migrant workers, primarily from the Pacific Islands, to work temporarily in New Zealand’s horticulture and viticulture industries. This study examines how seasonal work schemes contribute to the social development of participating workers and their families, and therefore links to previous research that tended to focus on the positive economic development outcomes for workers, their families and communities. The primary focus of this study is on the experiences of ni-Vanuatu migrant workers. Fieldwork, utilising qualitative research methods, was conducted in two field sites – vineyards of Blenheim, New Zealand, and Tanna Island, Vanuatu. Findings suggest that the scheme is delivering social and economic benefits to participating ni-Vanuatu migrants and their families. Furthermore, migrants gain skills and knowledge, particularly in relation to their management of time and money. Although not always directly transferable to Vanuatu, the skills and knowledge gained by migrants enable their success during repeat RSE contracts in New Zealand, reflecting migrants’ cultural adaptability; the ability to move and adjust successfully to the cultural settings of both Vanuatu and New Zealand. Alongside these positive development outcomes, there are power issues at play within the RSE scheme which result in the ni-Vanuatu migrants becoming dependent on pastoral care support, and involved in a submissive relationship with their RSE employers. Positively, with the increasing independence of experienced migrants, this situation is beginning to change. Nevertheless, with the success of experienced migrants comes a caution: if a group of experienced circulating migrants come to dominate participation in the RSE scheme, opportunities for first-time migrants to participate will be reduced, and inequitable development outcomes at the grassroots level in Vanuatu may result. It would seem then, that with equitable consideration of future recruitment, the RSE scheme may continue to deliver benefits to participating migrants and their families, as well as to Vanuatu and New Zealand.

    The lived-in-experience of migration for Samoan women : a cross-cultural phenomenological study : a thesis presented in partial fulfilment of requirements for the degree of Doctor of Philosophy at Massey University, Albany, Auckland, New Zealand

    In New Zealand between 1950 and 1960 rapid industrial development brought about a corresponding demand for workers. Many Pacific Island male and female workers filled the available jobs. Considerable material has since emerged addressing issues relating to migrant workers, the focus however has primarily been on male workers whilst portraying women in supporting roles. The paucity of material acknowledging Samoan women's social and economic contributions within migration literature, acted as the catalyst for this study. Qualitative research paradigms promote theoretical and methodological liberalism, therefore three paradigmatic constructs, social-constructivism, feminism and phenomenology informed this study's interpretive practice strategies in triangulation. Quantitative data added rigour within the analysis process. The cross-cultural nature of the research and my outsider researcher status also influenced a methodological emphasis for researcher transparency. To ensure this occurred the piloting stages were undertaken with extensive collaboration with gatekeepers in order to achieve appropriate access to the respondents. From the piloting emerged major themes considered characteristic and integral to the migration process as defined by Samoan women. These themes provided the basis for the semi-structured questionnaire, used to elicit the articulated reflections of the individual and collective lived-in-experiences of Samoan women migrants. The extensive verbatim interview material was analysed using interpretive phenomenological data analysis procedures. What was revealed was the significance of the pivotal role and critical impact of the individual and collective social and economic contributions made by the Samoan women respondents. This unique journey thematic focus, allowed for the revelation of the lived-in-experience of Samoan women, commencing from the germination of the idea to migrate whilst still at school, to their reflections on this earlier decision of the migration journey (in some cases) fifty years later. These revelations provide a greater understanding of their experiences in relation to: Schooling -the influencing factors; Choice - the positive and negative affects; Expectations and Impressions - the emotional and physical cost; Language - the linkage between self-esteem and identity; Remittances – women redefining the parameters of traditional obligation; Church - the role in the women's lives; Employment - the lived-in-situation work situations and the complexity of Union membership; Dawn Raids - the hidden affects, and finally Remaining in New Zealand - reflections and the question of belonging. This study celebrates the lives of the first wave of Samoan women pioneer migrants to New Zealand by providing a unique, gendered, cross-cultural representation of their lived-in-experiences of the phenomenon/migration.

    Migrant construction workers’ demography and job satisfaction: A New Zealand study

    Purpose: The demand for construction-related occupations has increased consistently over many years in New Zealand (NZ). This has necessitated recourse to migrant workers to address capacity and capability requirements. Migrant construction workers hail from various backgrounds with a complex set of their needs being met through employment in NZ. Research on understanding the satisfaction levels of this category of construction workers is scarce. With recent insinuations about migrant exploitations, research investigations into this knowledge area are significant. In this study, the authors sought to establish the moderating effect of migrants' demography on the determinants of job satisfaction in NZ's construction sector. Design/methodology/approach: Data were obtained from migrant construction workers of Chinese extraction through a structured questionnaire survey. From 200 questionnaires administered, 108 samples were completed by migrant construction workers involved in major projects in Auckland city, NZ. Data obtained were analysed using descriptive and inferential statistics to establish the moderating effects of their demography on job satisfaction. Findings: Results from this study support the internal validity and reliability of these personal characteristics as moderators of job satisfaction for migrant construction workers. These results suggest the relevance of personal characteristics of Chinese migrants in any improvement initiatives being developed for this group of construction workers. Research limitations/implications: The findings from this study contribute to the discourse on the relevance of construction migrants as a strategic alternative to addressing skill shortages within the NZ construction sector. They also provide evidence that contributes to an improved understanding of the migrant workforce to meet their aspirations and enhance their general well-being. Originality/value: Although the study is ethnic-specific, the conclusions show the relevance of personal characteristics in the experiences of construction migrant workers. The study is representative of the catchment of temporary migrant workers in the construction industry in NZ. The study provides insights for organisations employing migrants about putting in place appropriate measures to enhance their satisfaction levels. Finally, this study's findings may contribute to policy initiatives on the optimal categories of migrants engaged on construction activities to derive the maximum benefits for NZ.
