    Invasive alien species : a threat to sustainable livelihoods in the Pacific? : an assessment of the effects of Wasmannia auropunctata (little fire ant) and Achatina fulica (giant African snail) on rural livelihoods in the Solomon Islands : a dissertation presented in fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies, Massey University, Manawatū, New Zealand

    Invasive alien species (IAS) are a global phenomenon and are recognised as a driver of environmental change which can affect the well-being of people in a multitude of ways. Despite this, the role of IAS in local livelihoods has received relatively little attention. Influencing all three of the sustainable development pillars (social, economic, environmental), IAS should be recognised as a significant development issue. But they are not. As such, IAS issues are new to many sectors and governments and therefore largely go unseen and un-actioned. Contemporary rural livelihoods in the Solomon Islands are heavily reliant on subsistence/semi-subsistence agriculture. Following a livelihoods’ framework developed for the Solomon Islands, this thesis explores the influence IAS have on rural livelihoods in this country. Using two qualitative case studies, Wasmannia auropunctata (little fire ant) and Achatina fulica (giant African snail), this study investigates how vulnerable/resilient rural livelihoods are to the effects of IAS and the implications IAS have for sustainable development in the Solomon Islands. The effects of IAS on rural livelihoods are complex and at times contradictory. W. auropunctata for the most part is not negatively affecting the dominant livelihood strategy (subsistence/semi-subsistence agriculture) practised in the Solomon Islands. While there are some social impacts associated with W. auropunctata, overall Solomon Island households can be considered resilient to this IAS. Achatina fulica is a different story. This species is negatively affecting the subsistence/semi-subsistence agricultural sector on which so many rural Solomon Island households depend. This has resulted in households implementing negative livelihood diversification measures as they fail to cope or adapt to the snails’ presence. Unlike for W. auropunctata, Solomon Island households have not demonstrated any resilience to A. fulica. Understanding how rural livelihoods are affected by various stressors and adverse events can help to design development policies and interventions geared towards building better lives for all people. This can only occur however, if the full range of shocks are recognised. To date, this is not the case for IAS, and as such, they are still a significant missing component of development policy.

    Custom, governance and Westminster in Solomon Islands : charting a course out of the political quagmire : a thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies, Massey University, Palmerston North, New Zealand

    This thesis investigates whether the people of Solomon Islands would be better served by a form of governance that is politically hybrid than through the current Westminster unitary-state model. In remote provinces such as Choiseul, the reach of the state is limited. Here, notions of citizenship and national identity have gained little traction because kin group relations underpin society and form the basis for peoples’ identity. In such societies customary institutions, in the form of chiefs, and the church provide order. In these self-governing rural communities governance is distinctly parochial in its application and often hybrid in form. This study examines whether the hybrid polities of such communities have an application within the proposed Federal Constitution of Solomon Islands. The thesis, first, examines the international concepts of governance that have shaped and provided a framework within which the state of Solomon Islands, and its systems of governance, have evolved. State governance today, is very much a product of historical antecedents. However, an analysis of these antecedents demonstrates that Solomon Islanders have been particularly adept at appropriating introduced systems for their own purposes, and matters of governance are no exception. Using semi-structured interviews, the fieldwork component of this thesis examines the hybrid form of governance that exists in a Choiseulese village to determine whether such models have an application within the proposed Federal Constitution, thus providing a greater degree of political legitimacy than exists under the current Westminster system. Three tiers of government are proposed in the Federal Constitution – Federal, State and Community Governments. Of these, Community Governments provide a particularly suitable political arena where hybridised forms of village governance, which locally have a considerable degree of political legitimacy, can be combined with such functions of state as are necessary to achieve good governance. This, it is argued, will allow the development of forms of governance that are much more suited to local conditions than is possible under the current constitution.

    The participation of women in the Solomon Islands education system : a study with particular reference to Solomon Island women who held New Zealand government tertiary scholarships between 1973 and 1990 : a thesis submitted in partial fulfilment of the requirements for the degree of Master of Arts in Development Studies at Massey University

    This is a study on the participation of women in the Solomon Islands education system, focussing in particular on the experiences of Solomon Islands women who held New Zealand Government tertiary scholarships between 1973 and 1990. Despite increasing international recognition of the importance of education for girls and women in addressing critical national economic and social goals, gender remains the single most significant determinant of access to schooling in most developing countries. While there is a growing body of literature on factors affecting the participation of girls and women in education in developing countries, little has been written on the subject in relation to the South Pacific and nothing of substance in relation to Solomon Islands. More generally, Altbach (1985) noted the lack of research on the experience of women as overseas students and the outcomes of tertiary education for women in developing countries. The findings of this study confirm research carried out elsewhere that the socio-economic status of parents has greater influence on the schooling of girls than of boys. For the earliest women tertiary students, the encouragement of educated fathers was of particular significance in breaking down traditional barriers to girls' participation in education. Girls and women from matrilineal societies were, in general, given greater encouragement to enter and to remain longer in school. In undertaking tertiary study overseas and returning to positions of responsibility in both the public and private sectors, the women in this study were in many ways 'trailblazers' for the women who followed behind them. Their position was not an easy one, subject often to personal misunderstanding and criticism as they sought a new role and a new status for women in Solomon Islands society. Yet this was not an elite, Westernised group, divorced from their own society. Those interviewed were characterised by a strong commitment to assisting other Solomon Islands women and to contributing effectively to the development of their society. The study concludes that the interests of development have been well served by the investment in their education.

    Reasserting the local in the global : local livelihoods and sustainable development in the proposed East Rennell World Heritage site, Solomon Islands : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies, Massey University

    This thesis assesses the relationships between the sustainable development approach to integrating environmental and developmental concerns, and that approach suggested by the concept of sustainable livelihoods. In the context of the East Rennell World Heritage Project in Solomon Islands, the nature of sustainable development as it is operationalised at the local level, and the reality of people's livelihoods within the boundaries of that project, are assessed to determine where sustainable development meets livelihoods to both support and enhance them, and the implications which a sustainable livelihoods approach has for sustainable development. Over the last fifteen years the concept of sustainable development has been promoted at the global level as a means by which environmental integrity may be maintained, and at the same time allow for the continued development of human economic and social systems to improve the welfare of poor people. Arising out of the twin concerns that development was not meeting its primary goal of alleviating poverty, and at the same time was placing environmental systems in jeopardy, the concept of sustainable development is now a central theme within global development discourse. Alternatively, the concept of sustainable livelihoods has been presented as a 'new analysis' of the reality of the lives of local people and the problems they encounter as they attempt to construct viable livelihoods for themselves, and represents an alternative strategy for integrating environmental and developmental concerns at the local level. The rationale for using such an approach to environment and development is that only by ensuring that all people have access to an adequate and secure livelihood will further goals of sustainability be able to be obtained. This thesis presents the results of research undertaken in Solomon Islands over a three month period in 1995. The research is presented as two village case studies incorporporating the results of Participatory Rural Appraisal surveys undertaken at Tevaitahe and Niupani villages in the proposed East Rennell World Heritage Site. The general conclusion reached is that although sustainable development attempts to assist local people in conserving their resources and develop income generating business based on ecotourism, the nature of this sustainable development to a certain extent precludes the achievement of sustainable livelihoods.The suggestion is given, therefore, that the sustainable livelihoods infer an alternative approach to development.

    Integrating community-oriented policing and traditional justice systems as police reform and development in post-conflict countries : a research project presented in partial fulfilment of the requirements for the degree of Master of International Development, School of People, Environment and Planning, Massey University, Manawatu, New Zealand

    Police reform in post-conflict countries has seen the increasing implementation of the community-oriented policing model as a means to introduce democratic policing as a component of the peace building process. However, in many post-conflict countries the situation of legal pluralism exists, where multiple justice systems operate in the same space. Many communities often rely on customary or traditional forms of justice as the formal state justice system does not extend to their location or have any real influence or authority. This research project used document analysis to investigate the contribution community-oriented policing can make to those communities that rely on traditional justice systems. This report introduced two community-oriented policing mechanisms, tara bandu ceremonies in Timor-Leste and the Community Officer Project in Solomon Islands, as case studies. These two mechanisms were analysed and compared with a specific focus on their respective levels of community participation and how they responded to raising awareness of the principles of human rights. The case study analysis found that the tara bandu ceremonies had high levels of community participation and support due to them being an endogenous social structure and the extensive involvement the communities had in developing their respective tara bandu ceremonies. This was in contrast to the Community Officer Project which is an introduced structure and one in which the community appeared to have no real input into the design and implementation process. These findings led to the conclusion that in integrating community-oriented policing and traditional justice systems, consideration should be given to utilising pre-existing traditional structures that have the support of the community.

    Exploring community-based development : a case study of the Estate and rural community development in North Malaita, Solomon Islands : a thesis presented in partial fulfillment of the requirement for the degree of Master of Master of International Development at Massey University, Palmerston North, New Zealand

    This thesis is concerned with the concept of community development. In particular, the role and contribution of a community-based initiative in development will be explored. Based on the case study of the Estate, which was introduced in North Malaita in the mid-2000s, this thesis seeks to explore how this initiative contributes to positive community development, which is concerned with not only economic aspects, but also social, cultural and spiritual aspects of development. This study also seeks to understand the underling premises and development values, the success stories and positive impacts of the Estate programs and projects on people‟s lives and communities, as well as the constraints and challenges facing the Estate and rural community development in North Malaita of Solomon Islands. This study of the Estate and community development in North Malaita recognises that there is a need for a comprehensive approach to development which should focus on all dimensions of development which is concerned with the goal of improving the total wellbeing of the people, and on building a strong, healthy and functional community. The Estate has shown that this all-compassing development can be based on collective involvement of local people and institutions driving their own development. This study found that partial approaches to development that only focus on service provision, discrete initiatives, information dissemination, and provision of resources to meet perceived needs have failed to bring about tangible and transformative change and positive development in rural communities in North Malaita and Solomon Islands. Thus, a different approach is being suggested, one that is context based and inclusive, with emphasis on the role of local people to organize their own communities and to utilize local resources to drive development. Far more than a concept that is about development in the rural communities, this study embraces the notion that community development is about development of the community, which includes improvement of the total wellbeing – or the „good life‟ and keeps building a strong community.

    Enlarging the field of credible experience : supporting young Solomon Islanders as agents of positive change in their communities : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand

    This thesis explores the idea of young Solomon Islanders as agents of positive change and argues that understandings around youth agency, its expressions, and the factors that support and constrain it, should be a key feature framing youth and development. Young people are generally viewed as those between the ages of 15 and 29, and make up a growing proportion of Pacific populations. Valuing them as solutions for development, rather than as 'problems', is being increasingly promoted throughout the region. Investigations into youth agency, however, are relatively recent and there is still a great deal to be learnt about how they could be used to improve the situation for youth. This thesis adds to these explorations by investigating the constraints and enablers for transformative youth agency in Solomon Islands, and by examining young people's articulations of agency and how they employ these in order to carve out a place of credibility for themselves in their communities and nation. A 'hopeful' post-development approach, which holds that development should validate previously subjugated practices and should prioritise assets and agency, is taken as the foundation for explorations of youth and development. Agency is then explored using a framework for investigating factors which 'thin' and 'thicken' youth agency. Fieldwork took place over five weeks in Solomon Islands in late 2011. A narrative inquiry methodological framework, guided by principles from Pacific methodologies and an actor-oriented approach, was utilised for this thesis research. The findings of this study show that young people do face multifaceted constraints on their agency, but that they can work in spite of these when they are socially supported. The socially situated nature of youth agency is therefore highlighted, and the need for young people to be positioned within their social networks discussed. Additionally, the findings contest the negative conceptualisations held to be present around young Solomon Islanders by indicating the many ways in which they are actively contributing to their communities. The main implication of the findings, and the conclusion of the thesis, is that development policy and practice must build on understandings of young people as socially situated contributors, as well as, on the factors that constrain and enable their agency, in order to legitimise and support youth as agents of positive change.

    A quiet revolution : strategies for the empowerment and development of rural women in the Solomon Islands : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy [in Development Studies] at Massey University

    The purpose of this thesis is to locate effective strategies to promote women's development in Third World countries. It is argued that many past development efforts aimed at women have failed to significantly improve their lives because while they may have alleviated women's burdens, they have not attempted to challenge the existing structures in society which have accorded women secondary status. Unequal power relations, rather than a lack of resources, explain why women have not benefited from development to the same extent as men thus women need greater access to power. An approach which focuses on empowering women to help them to challenge the status quo was, therefore, established as providing a good model for development agencies to follow. Fieldwork in the Solomon Islands revealed that many development agencies and planners adopted a conservative, home economics approach to women's development which focused largely on women's roles as wives and mothers. Many other concerns facing women, including their rights to land, access to safe contraception and literacy were largely ignored. It became apparent that many development agencies had a poor conception of gender needs and interests and how they could be addressed largely because they had failed to consult their supposed beneficiaries. Analysis confirmed that there was a strong relationship between the amount of input rural women had into a development initiative and the likelihood that they would be empowered by it. Despite the narrow approach adopted by many agencies attempting to assist rural women, however, a movement for change did emerge. Women's organisations played a key role in this movement, providing women with a space in which to define and pursue their future priorities, and building collective solidarity so that women would have the confidence to confront forces which were obstructing their progress. These groups, and agencies supporting their work, were not afraid to address the causes of women's subordination although subtle strategies, rather than outright confrontation, proved to be most effective in catalysing changes in women's lives.

    Civil society and development : Pacific Island case studies : a dissertation presented in fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand

    This enquiry set out to examine the role of civil society in economic and social development, and the relationship between the state, the market and civil society, in the island nations of the Pacific. The study also explored the notions of progress and development and identified the impact of the dominant development paradigm on traditional Pacific Island communities, cultures and economies. Case studies were undertaken of three segments of civil society in the Pacific Islands. A village community in Samoa, a non-government organisation in the Solomon Islands and a Pacific-wide social movement were the subjects of this enquiry. The study found that state-led and market-driven approaches to development have led to significant development failures in the Pacific Islands and a neglect of civil society. It is argued throughout this study, with supporting evidence from the three case studies, that civil society can and does make a significant contribution to the economic and social development of Pacific Island nations but that contribution has largely been neglected. This thesis argues that the state, the market and civil society all have important complementary roles to play in the development of a nation and, by working together in a coordinated manner, they have the capacity to improve the quality of life and create good change for people of the Pacific and their communities. It was concluded that civil society needs to assume a higher priority in development planning and practice, and that the participation of indigenous people, on their own terms, is central to good development practice. Furthermore, an explanatory model of the relationship between state, market and civil society was advanced. This model has the capacity to assist development education, policy formulation and programme planning. This study contributes to the discourse on civil society and alternative development and advances a range of proposals to improve development practice.

    Decentralisation and central-local relations : a Solomon Islands case study on the negotiations of relations between national and provincial governments : a thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand

    The literature on decentralisation and development emphasises the prominent role played by representatives of central government and representatives of local government in the negotiations of central-local relations. This thesis seeks to investigate this argument by examining the institutional framework between national and provincial governments and the negotiations taking place within a decentralised framework in the Solomon Islands context, focusing on government officials’ experiences. Drawing from a case study in the Malaita Province, the most important institutions and procedures for negotiating relations between the national and provincial governments are explored and the extent to which government officials utilise these structures. Furthermore, government officials shared their assessment of the most important institutions dealing with the negotiation of central-local relations. This was important to understand how decentralisation has affected central-local relations. This study which adopted a qualitative case study approach found that two institutions were established by the national government to undertake negotiations between the national and provincial governments within a decentralised framework. While these institutions do exist in theory, in practice they have not been fully utilised by national government officials, which undermined their ability to fulfil their mandate. Furthermore, the absence of policies and clear guidelines on the conduct of central-local relations means that national officials are not obliged to utilise these institutions, and can use or create alternative platforms such as sectoral mechanisms. Provincial officials, however, do not have this opportunity. This study also found that in the Solomon Islands context, the Ministry of Provincial Government and the Premiers’ Conference, as the institutional channels for negotiating central-local relation are not effective due to their limited institutional capacities. Overall, this thesis concludes that within the context of the provincial government system in the Solomon Islands, the decentralisation policies introduced since the 1980s have had minimal impact in enhancing the relation between the national and provincial governments. In this respect, the establishment of institutions resulting from decentralisation are not the only platforms for encouraging cooperation and collaboration between the national and provincial governments. While the existence of these institutions benefited government officials by providing them with platforms to carry out negotiations between the two different levels of government, their limited utilisation by national officials is contradictory to the initial purposes of decentralisation policy, which is to foster a relation between national provincial and local politicians where they can work together for the people they represent.
