Item Food for thought : increasing nutritional diversity by adapting to droughts in Timor-Leste's permaculture/agroecology garden schools : a research project presented in partial fulfilment of the requirements for the degree of Master of International Development, Massey University, Palmerston North, New Zealand(Massey University, 2018) Marra, PeterThe main aim of the research was to explore community resilience, and specifically whether and how garden schools that use permaculture/agroecology principles may be usefully contributing to adaptation to climate change and nutritional diversity in Timor-Leste. The research also aimed to investigate the challenge of implementing garden schools in Timor-Leste. Specifically, targets of the Sustainable Development Goals relating to water conservation, resilience and food security were utilized to measure the progress of garden schools. The above is embedded in a conceptual agroecology framework that assesses the resilience of food growing systems in relation to climate change as the schools utilize permaculture/agroecology principles, with permaculture being a form of agroecology. Timor-Leste is now faced with extreme climate patterns as a result of climate change that can lead to more prolonged droughts. This study used a qualitative methodolology, which included interviews of teachers with school gardens, to help understand how teachers and their students are adapting to these droughts. The study also examines nutritional diversity in schools and the benefits and challenges of implementing school gardens. Furthermore, the study explores the transfer of nutritional and gardening knowledge from schools to the community to increase community resilience. The research revealed that garden schools internationally improve students’ scientific understanding and agricultural knowledge and their taste for locally grown fruit and vegetables. The school gardens in Timor-Leste have multiple benefits with regard to improving educational outcomes and community resilience as a school garden transforms a schoolyard into a green laboratory for students to learn about nutrition, mathematics and linguistics.Item Making relationships count : exploring how Caritas Aotearoa New Zealand can use monitoring and evaluation to develop trust-based relationships with tangata whenua partners : a research report presented in partial fulfilment of the requirements for the degree of Master of International Development, Institute of Development Studies, Massey University, Manawatu, New Zealand(Massey University, 2016) Leuthart, GretchenA culture of monitoring and evaluation (M&E) is now widespread in the development sector. Organisations are expected to measure progress and monitor results in order to determine the impact of their interventions. Yet despite relationships being central to effective development, there are very few frameworks or indicators to help measure the quality of trust - as the foundation of relationships. This research investigates ways to measure trust-based relationships. Drawing on a case study of Caritas Aotearoa New Zealand (Caritas), along with an extensive literature review, this report explores how Caritas can use M&E to reflect trust-based relationships with tangata whenua partners. Perspectives on M&E and specifically measuring trust, are explored from an Indigenous and Maori world view. Semi-structured interviews with five people representing Caritas and two of its Maori partners disclose behaviours that deepen trust. Through this exploration, an ongoing conversation about culturally competent M&E and the centrality of trust-based relationships in expanding evaluation practice is revealed. The insights expressed are presented as ten indicators of trust. Together with a foundational layer relying on cultural competence and shared vision, these indicators form a framework with trust at the centre. The ten signs of trust are; face to face, going beyond the minimally required, challenging and questioning, understanding time, interacting in the in-between spaces, listening genuinely, committing as an organisation, contributing funds and contributing new knowledge and connections. This report concludes that building strong, trusting relationships matters. They do count in order to achieve development that enables shared learning, empowerment and self determination. Cross cultural collaboration will be more meaningful when behaviours taht impact on trust are identified and regularly monitored. The emergent framework can be a practical tool for Caritas to use in monitoring and evaluating trust with its tangata whenua partners. It presents an opportunity to explore and reflect on dimensions of trust from a tangata whenua perspective, opens up the space for more dialogue with partners and invites a more collaborative approach towards doing development.Item Repoliticising development : the diaspora knowledge network (DKN) ChileGlobal and its contribution to development in Chile : a thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatu, New Zealand(Massey University, 2017) Malecki, AxelThroughout the last fifteen years, developing countries have increasingly devised diaspora strategies to tap into their overseas migrant populations for the purpose of achieving national development objectives. Endorsed by multilateral donor organisations, the private sector, NGOs and supported by bilateral donor agencies, diaspora strategies tend to represent diasporic communities as development actors whose entrepreneurial expertise, business knowledge and access to resources can be usefully captured via social and monetary remittances. However, critical scholarship cautions against simplistic assumptions that underpin the often elite-based attempts of governments to leverage their diasporic collectives via selective policies. Moreover, the so-called ‘rise of the diaspora’ as a development actor, has also generated concerns suggesting that the state-integration of diasporic groups for development rationalities signifies a process of de-politicisation and control. Building on multi-sited research, this thesis engages with the practices, shifting coalitions and their outcomes of the Chilean diaspora knowledge network ChileGlobal. The ChileGlobal knowledge network initially emanated from the World Bank’s Diaspora for Development programme in 2005 with the particular goal to foster innovation and economic development in Chile and, as such, was positioned as a distinct economic actor. Through the use of post-structurally informed concepts, and attending to the multiple sites of interaction within ChileGlobal, this thesis maps out how attempts to expand the scale and scope of ChileGlobal reconfigured and mobilised this knowledge network in unintended and far-reaching ways generating diasporic spaces of contestation and ambivalence. By tracing the different sites and trajectory of ChileGlobal, as well as its politics of expansion that resulted in subsequent change of the constituency of ChileGlobal network, this thesis demonstrates how the partial transformation of this diaspora network from an economic to a political actor signifies a narrative that runs counter to broad claims about the depoliticising effects of contemporary development projects. Instead, the diaspora community assembled around ChileGlobal is indicative of the malleability and ambiguity of diaspora networks as development actors as well as their potential to challenge existing public policy orthodoxy and dominant discourses of economic and calculative practices in contemporary Chile. Moreover, this thesis also highlights how simplistic outward focused diaspora strategies often fail to take into account how local, mundane, place based norms and cultures often shape and mediate the transfer of diasporic contributions.Item Drifting into debt? : exploring household over-indebtedness amongst salaried microborrowers in Bangladesh : a case study of Kailakuri Health Care Project : a thesis presented in partial fulfillment of the requirements for the degree of Masters of International Development, Massey University, Manuwatu, New Zealand(Massey University, 2017) Vickers, NadineSalaried microborrowers in Bangladesh take loans for a variety of reasons but they can fall into repayment difficulties, leading to further loan-taking and potentially household overindebtedness. This thesis uses a case study of Kailakuri Health Care Project staff to explore over-indebtedness amongst salaried microborrowers. Data was gathered from two participantgroups, namely twenty four KHCP staff and eleven microfinance lenders. Four focus groups were held. Seven staff participated in a set of household interviews and financial diaries, which tracked their income, expenditure, savings and borrowing behaviour over a one-month period. The thesis explores local meanings of over-indebtedness and compares these to academic definitions. It compares the lending terms and conditions of microfinance lenders including moneylenders, banks, credit unions, NGOs and others with outstanding loans to research participants. It also examines how borrowers perceive the advantage and disadvantages of different lenders and the strategies they use to manage multiple repayments. Finally it considers how borrowers’ decision-making influences their risk of household over-indebtedness, as well as the effect of their income, expenditure, savings and borrowing-related behaviour. The research findings show that in contrast to the literature, which provides a mainly financial analysis, research participants focused on social symptoms of over-indebtedness such as the stigma attached to lender visits, deceitful behaviour by borrowers and debt-related stress. What is also illuminated is that borrowers weigh up a number of factors aside from interest rates when deciding on which lender to approach and they tend to prioritise NGO loan repayment because of the pressure on timely installments. This can lead borrowers to fall behind on other repayments to moneylenders, banks and credit unions, leading to an increased risk of overindebtedness. Many borrowers struggle with over-indebtedness because of insufficient income, social aspirations, cultural expectations and a number of other factors. However, microfinance lenders are unlikely to reduce interest rates and fees due to financial sustainability concerns. This thesis concludes that it is crucial to look outside the lender and borrower bubble and to consider the external pressures which are creating the demand for so much credit. The Bangladeshi government and international NGO community have an important role to play.Item Invasive alien species : a threat to sustainable livelihoods in the Pacific? : an assessment of the effects of Wasmannia auropunctata (little fire ant) and Achatina fulica (giant African snail) on rural livelihoods in the Solomon Islands : a dissertation presented in fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies, Massey University, Manawatū, New Zealand(Massey University, 2016) Stronge, DeanInvasive alien species (IAS) are a global phenomenon and are recognised as a driver of environmental change which can affect the well-being of people in a multitude of ways. Despite this, the role of IAS in local livelihoods has received relatively little attention. Influencing all three of the sustainable development pillars (social, economic, environmental), IAS should be recognised as a significant development issue. But they are not. As such, IAS issues are new to many sectors and governments and therefore largely go unseen and un-actioned. Contemporary rural livelihoods in the Solomon Islands are heavily reliant on subsistence/semi-subsistence agriculture. Following a livelihoods’ framework developed for the Solomon Islands, this thesis explores the influence IAS have on rural livelihoods in this country. Using two qualitative case studies, Wasmannia auropunctata (little fire ant) and Achatina fulica (giant African snail), this study investigates how vulnerable/resilient rural livelihoods are to the effects of IAS and the implications IAS have for sustainable development in the Solomon Islands. The effects of IAS on rural livelihoods are complex and at times contradictory. W. auropunctata for the most part is not negatively affecting the dominant livelihood strategy (subsistence/semi-subsistence agriculture) practised in the Solomon Islands. While there are some social impacts associated with W. auropunctata, overall Solomon Island households can be considered resilient to this IAS. Achatina fulica is a different story. This species is negatively affecting the subsistence/semi-subsistence agricultural sector on which so many rural Solomon Island households depend. This has resulted in households implementing negative livelihood diversification measures as they fail to cope or adapt to the snails’ presence. Unlike for W. auropunctata, Solomon Island households have not demonstrated any resilience to A. fulica. Understanding how rural livelihoods are affected by various stressors and adverse events can help to design development policies and interventions geared towards building better lives for all people. This can only occur however, if the full range of shocks are recognised. To date, this is not the case for IAS, and as such, they are still a significant missing component of development policy.Item Decentralization, identity construction, and conflict : education under Aceh's special autonomy : a dissertation presented in fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies, Massey University, Palmerston North, New Zealand(Massey University, 2017) Fitriah, AmaliahThis study contributes to the existing literature on decentralization by exploring the relationship between decentralization, identity construction and conflict in the context of decentralization reform in Indonesia. Using the concept of bottom-up autonomy as its theoretical lens, this study explores the impact of political decentralization on the autonomy of Aceh and examines the notion that autonomy can contribute to peaceful management of intra-state conflict. The study involves research into education stakeholders in the two districts of Aceh and uses the qualitative methods of pairwise ranking, semi-structured interviews, observation, and document analysis. More specifically, the impact of decentralization on the autonomy of Aceh is investigated through perceived changes in three areas of education: the curriculum, the structure, and the financing of education. The results demonstrate that the autonomy agreed between Aceh and the Indonesian government has contributed to extensive bottom-up autonomy for Aceh by accommodating the distinct identity of the Acehnese and by providing a political framework for local empowerment. Through providing frameworks for the accommodation of local identity and for local empowerment, the form of bottom-up autonomy resulting from political decentralization has offered negotiated avenues for managing intra-state conflict peacefully. These frameworks have hopefully created common ground for both parties to sustain peace. However, this study also revealed that there is potential for internal discontent within Aceh society as a result of perceived unequal access to resources. This study does not, therefore, emphatically conclude that political decentralization necessarily reduces conflict. Instead, this research suggests that political decentralization which results in extensive bottom-up autonomy may be a tool for promoting a more peaceful management of conflict between regions and the central state than would otherwise be possible.Item Fetu'utu'una'i le vā = Navigating relational space : an exploration of traditional and contemporary pastoral counselling practices for Samoans : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy at Massey University, Albany, New Zealand(Massey University, 2017) Pala'amo, Alesana FosiPastoral counselling is one of the important roles of ministers in Samoa. An emerging ethos of individualism is challenging traditional notions of collectivism in fa’aSamoa (culture and traditions of Samoa). This evolution has been identified and described as the ‘changing Samoan self’. Traditional approaches of counselling employed by ministers in the past must adjust to align with the changes faced by church members today. This thesis presents the voices of 34 Samoan participants living in Samoa that include ministers, minister’s wives, matai (title-holders), New-Zealand born Samoans, church members, and service users of a domestic violence agency. Participants shared their expectations of being counselled as well as counselling others, together with reflections concerning effective and ineffective counselling practices. A Samoan research methodological framework called Tafatolu (three-sides) has been conceptualised and used herein as the methodology for this project. Tafatolu methodological framework involves the synthesis of three key parts that this project considers as valuable to any research—a ‘contemporary academic’ approach to research, a ‘cultural’ approach, and the ‘self’ that represents the researcher’s perspectives and positioning within the project. Collectively, these three parts have assisted this project in the collection and analysis of data that have informed this study. The findings from this research have highlighted the emergence of a changing Samoan self and counselling practices that remain centred upon God. Fetu’utu’una’i le vā, (Navigating relational space) emerged as an applicable approach to pastoral counselling for Samoans today. The enforcement of fetu’utu’una’i le vā has evolved alongside a changing Samoan self, from the use of physical force, to verbal force, excommunication and punishment, to now include conversations through dialogue. The findings from this research have forged a theoretical framework of pastoral counselling for Samoans, presented as a continuum of traditional and contemporary understandings. Recommendations from this research propose pastoral counselling practices that cater for both traditionalists and contemporary Samoans.Item 'As important to me as water' : how refugees in Rome use smartphones to improve their well-being : a thesis presented in partial fulfillment of the requirements for the degree of Master of International Development at Massey University, Palmerston North, Manawatū, New Zealand(Massey University, 2017) St George, Tanya VivienneMobile phones and smartphones have been hailed as instrumental in assisting migrants and refugees to make the perilous journey to Europe. Civil society groups and humanitarian agencies are responding by developing a plethora of technological aid initiatives to assist refugees and asylum-seekers - a phenomenon dubbed “ICT4Refugees”. However, without a sound understanding of smartphones enable people to be and do, such well-intended projects may fail. Within ICT4D the Capability Approach has become a popular conceptual tool for analysing and discussing the role of technology in improving the well-being of the poor and disadvantaged. Proponents argue it is not access to technology that matters; it is how people use it to enhance their capabilities and achieve valuable lives. Therefore, this thesis investigates how refugees in Rome, Italy, use smartphones to improve their well-being and whether, according to the Capability Approach, smartphones can expand refugees’ capabilities, choices and freedoms. The research is based on qualitative, semi-structured interviews with refugee guests and staff at a refugee centre in Rome, conducted in May 2016. Findings were analysed using an evaluative framework based on capability models created for ICT4D settings, which provided an ecological view of the different factors which influence smartphone use. Overall, the findings indicate that smartphones are critical to the psychological well-being of participants – “as important as water” for their survival - as they enable them to connect to friends and family conveniently and at little or no cost, providing they have access to the Internet. Frequent contact helps replenish participants’ resilience in an otherwise hostile environment. However, owning a smartphone has not improved the informational capabilities of all participants in this study. Thus, refugees may require support to develop the necessary digital and informational literacies needed to participate in an Information Society. Key words: Capabilities, refugees, ICTs, Italy, smartphonesItem Custom, governance and Westminster in Solomon Islands : charting a course out of the political quagmire : a thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies, Massey University, Palmerston North, New Zealand(Massey University, 2016) Cassells, Ross MacdonaldThis thesis investigates whether the people of Solomon Islands would be better served by a form of governance that is politically hybrid than through the current Westminster unitary-state model. In remote provinces such as Choiseul, the reach of the state is limited. Here, notions of citizenship and national identity have gained little traction because kin group relations underpin society and form the basis for peoples’ identity. In such societies customary institutions, in the form of chiefs, and the church provide order. In these self-governing rural communities governance is distinctly parochial in its application and often hybrid in form. This study examines whether the hybrid polities of such communities have an application within the proposed Federal Constitution of Solomon Islands. The thesis, first, examines the international concepts of governance that have shaped and provided a framework within which the state of Solomon Islands, and its systems of governance, have evolved. State governance today, is very much a product of historical antecedents. However, an analysis of these antecedents demonstrates that Solomon Islanders have been particularly adept at appropriating introduced systems for their own purposes, and matters of governance are no exception. Using semi-structured interviews, the fieldwork component of this thesis examines the hybrid form of governance that exists in a Choiseulese village to determine whether such models have an application within the proposed Federal Constitution, thus providing a greater degree of political legitimacy than exists under the current Westminster system. Three tiers of government are proposed in the Federal Constitution – Federal, State and Community Governments. Of these, Community Governments provide a particularly suitable political arena where hybridised forms of village governance, which locally have a considerable degree of political legitimacy, can be combined with such functions of state as are necessary to achieve good governance. This, it is argued, will allow the development of forms of governance that are much more suited to local conditions than is possible under the current constitution.Item The influence of shifting Pacific identities in learning : the experience of parents raising children of mixed Pacific ethnicities : a thesis presented in partial fulfillment of the requirements for the degree of Master of Arts in Education at Massey University, Palmerston North, New Zealand(Massey University, 2017) Leafe, Rachael VioletiIdentity construction for the Pacific population in Aotearoa/New Zealand remains a politically and contextually contested arena that shifts according to the socio-cultural interactions within the immediate and external environment of an individual. This study views parents as agents of change and explores ethnic transmission and cultural identity development through the eyes of parents raising children of mixed Pacific ethnicities. This qualitative study employed both Western and Pacific methodologies to collect and analyse data and used the talanoa method to engage the insights and experiences of five couples. Social constructionism and Bronfenbrenner’s (2005) ecological systems theory provided a framework to explain the dynamics of social interactions and external conditions that influence the constructs of peoples’ lived realities. This study found that families, peers, and schools influence interactions that shift and impact the cultural identity development and resiliency of children with mixed Pacific ethnicities. In addition to this, societal perceptions, racism, and stereotypes are external environmental conditions that further impact cultural identity development and resiliency. The metaphor of a balancing act illustrates the challenges and strategies parents use to manage family and cultural expectations as well as the efforts required to maintain access and opportunities to cultural knowledge, values and practices. The findings suggest that a culturally responsive education can work to minimise intolerance, exclusion, and racism experienced by an individual. Key recommendations include the promotion of identity development education that serves to empower individuals and parents to nurture positive identities and resilience in the mixed Pacific generation.
