dc.description.abstractThis paper explores the reasons for the failure of local and national leaders to adequately deal with the crisis that resulted from Hurricane Katrina September 2005. It is argued that the failure of instrumentality demonstrates alternative management strategies are required. The aesthetic lens offers options that could have helped avoid many of the disastrous consequences of the flooding.en_US
