    Physical Education (PE) as a pathway to empowerment of young people in Rarotonga, Cook Islands : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatū, New Zealand

    The Cook Islands secondary school’s curriculum Oraanga e te Tupuanga Meitaki | The Health and Well-being Curriculum (OTM | HWC) derives from the New Zealand Curriculum (NZC). While a western education system is based on the concept of building human capital, which conflicts with Pacific Indigenous education values, The OTM | HWC has been adapted to include Cook Islands values and philosophies. Despite a well-intentioned curriculum, the implementation may face additional challenges, with resourcing and teacher recruitment. The design and delivery of the OTM | HWC has the potential to educate the whole person, but students experiences may differ from intended outcomes. With this in mind, the aim of this research is to understand the potential that a culturally relevant Physical Education (PE) curriculum has to empower young people. This research therefore asks: 1) How has the OTM | HWC been adapted and implemented in Rarotonga, Cook Islands? 2) How is culture utilised within the curriculum and how did this play out in schools? 3) What challenges might be present with respect to the design and delivery of PE programmes? As this thesis is grounded in Development Studies and draws from theories of Sport for Development and PE for Development, of particular interest is understanding from a gendered perspective how PE can facilitate empowerment in Rarotonga. This research is a qualitative case study. Fieldwork was undertaken in two secondary schools in Rarotonga, both of which follow an NZ model of education in the senior school, with students gaining the NZ qualification the National Certificate in Education Achievement (NCEA). Methods of data collection consisted of classroom observations, semi-structured interviews, informal conversations, focus groups and a fieldwork journal. In total 25 participants were interviewed. Through the application of a culturally relevant empowerment framework, which was the theoretical lens by which the findings were deliberated, this research contributes to new ways of understanding the experiences of young men and women within the PE classroom. The research found that several challenges exist including the recruitment of qualified teachers, difficulties with facilities and efforts needed to encourage students who were reluctant to participate. This research shows that social connections with friends and classmates were crucial in the enjoyment of physical activity. This is closely linked with tu akangateitei (respect), which students believed should be shown to the teacher and others when participating. Additionally, self-efficacy was a large contributing factor to participation and enjoyment, with girls often perceiving they lacked in ability. A prevailing hegemonic masculinity influenced the behaviours of boys in the classroom, with some sports having the potential to threaten culturally defined masculinities. For empowerment to be culturally relevant within the PE classroom in Rarotonga, focusing on inclusion and support within activities that do not always focus on physical capability is essential. The inclusion of vaka and other cultural games in the curriculum is fundamental to ensuring local values are maintained and perpetuated.

    'E da dravudravua e na dela ni noda vutuni-i-yau' : customary land and economic development : case studies from Fiji : a thesis presented in fulfilment of the requirement of the degree of Doctor in Philosophy in Development Studies at Massey University, Palmerston North, Aotearoa

    The purpose of this research is to determine how indigenous Fijian communities have been able to establish models of economic undertaking which allow successful business development while retaining control over their customary land and supporting community practices and values. External critics frequently emphasise that customary practices around land restrict economic development and undermine investments in the Pacific. There is also assertion that within the Pacific islands, culture and customary measures are mostly viewed as impediments of hopeful development. This research seeks to switch-over these claims by examining how customary land and measures facilitate successful business forms in Fiji. Along with the overarching qualitative methodology - a novel combination of the Vanua Research Framework, Tali Magimagi Research Framework, and the Bula Vakavanua Research Framework - a critical appreciative enquiry approach was used. This led to the development of the Uvi (yam - dioscorea alata) Framework which brings together the drauna (leaves) representing the capturing of knowledge, vavakada (stake) indicating the support mechanisms for indigenous entrepreneurship on customary land, uvi (yam tuber) signifying the indicators for sustainable development of indigenous business on customary land, and taking into consideration the external factors and community where the indigenous business is located. Case studies on three successful indigenous Fijian businesses based on customary land were conducted in two geographical locations in Fiji, and methods included talanoa, active participant observation, and semi-structured interviews. This study found that customary tenure and cultural values can support socially embedded economic development activities in the Pacific. It also reinstates the inherent value of customary land as an intergenerational resource aiding self-determined and inclusive development, including economic activities that provide holistic returns to communities as in socio-cultural contributions and community development initiatives. The businesses were able to be sustainable by devising mechanisms that balance daily business and community contributions. The study concludes that locally-driven development on customary land could be a model for alternative forms of economic development, thus, helping to reshape understanding of economies in Fiji and the wider Pacific.

    What's on the menu? : how the cuisine of large-scale, upmarket tourist resorts shapes agricultural development in Fiji : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatū, New Zealand

    Tourism is an economic backbone for many developing countries, especially small island development states (SIDS). Nevertheless, scholars have argued that tourism is a globalising and, potentially, colonising force that may not be a sustainable path for the economic and cultural development of such countries. Even though international tourist numbers are growing, economic leakages are high in developing countries. This is partly due to a significant share of food being imported for tourists, despite local food production. Research on the impediments of agriculture-tourism linkages in developing countries has so far taken mostly an economistic approach, finding a variety of supply, demand, marketing and policy related factors. To allow for a more holistic approach, this study takes a cultural perspective and investigates how the cuisine of large-scale, upmarket tourist resorts shapes agricultural development in SIDS, such as Fiji. Sahlins’ (1992) theory of cultural change is combined with the corporate community development framework (Banks, Scheyvens, McLennan, & Bebbington, 2016) to explore the agency of Fijians in negotiating the impact of Western-dominated tourism. This study employed ethnographic methods in a case study approach during a four-month field trip to Fiji. Participation and observation in a resort kitchen, field visits to other resorts, farms and food intermediaries, 38 interviews as well as document analysis enabled a rich representation of local viewpoints on food, culture and tourism. Large-scale resorts present Fijian cuisine either in the form of tokenistic ‘island night shows’, or in fusion concepts that cater to a few affluent guests. Fijian chefs rarely perceive their own cuisine as valuable, due to decades of Western-dominated tourism. The use of local produce is accordingly low and purposeful development of tourism-agriculture linkages is rare. Farmers, on the other hand, recognise resorts as a valuable market. Nevertheless, many Indo-Fijian farmers turn towards food exporters as a more reliable and predictable business partner. Indigenous food producers engage only to a degree that they deem valuable for their own socio-cultural needs and goals. Findings suggest that small-scale resorts, catering to niche markets, might be more conducive to local integration and sustainable tourism development. Policy-wise, developing the agricultural agenda of SIDS to match the requirements of Western diets might have environmentally and socially detrimental implications.

    Lupe fa'alele : releasing the doves : factors affecting the successful operation of Samoan businesses in New Zealand : a thesis presented in fulfillment of the requirements for the degree of Doctor of Philosophy in Sociology, Massey University, New Zealand

    This thesis explores levels of Samoan entrepreneurship in New Zealand. It identifies unique challenges and opportunities Samoan entrepreneurs face when establishing businesses in a migrant setting. There is a growing body of knowledge in New Zealand on ethnic businesses, in particular, what constitutes an ethnic business, what facilitates and impedes their success, and the contribution they make to the New Zealand economy. Samoan entrepreneurship, however, remains an academic terra nova. Little is understood about what Samoan entrepreneurship looks like; is there a typical Samoan business, for example; what sorts of challenges do they face when negotiating and navigating cultural and business challenges in the New Zealand business environment; and what does this all mean in terms of success in both the business and community contexts? This thesis considers a qualitative research approach to investigate the lived experiences of Samoan entrepreneurs in New Zealand. The research draws on the experiences of fifteen male and six female Samoan entrepreneurs. The participants interviewed for this study included entrepreneurs who were born and educated in Samoa, those born in Samoa and partly educated in both Samoa and New Zealand, and entrepreneurs born and educated in New Zealand. The research examines how entrepreneurs differ from one another in the way they operate their businesses and the manner in which they negotiate their obligations towards family, religion, community and business responsibilities. Earlier literature on ethnic entrepreneurship has emphasized the importance of ‘social embeddedness’ of entrepreneurs in their social and community networks as key factors in operating a successful business. This study however looks to build on and extend this concept to a mixed embeddedness focus that highlights the combination of cultural, institutional, structural elements of the business environment and relevant strategies that entrepreneurs use to create a successful business. The findings in the study emphasize that the mixed embedded approach produces more successes and a variety amongst Samoan entrepreneurs especially when they negotiate the requirements of both fa’a-sāmoa in conjunction with the institutional and the regulatory responsibilities of the New Zealand business environment. The implications of these findings would be valuable for other migrant operated businesses in New Zealand.

    Mining and development : examining the effectiveness of mining company community development intervention in New Ireland Province, Papua New Guinea : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatu, New Zealand

    This thesis explores the effectiveness of mining company contributions to development within the gold mining communities of Lihir and Simberi islands, in New Ireland Province, Papua New Guinea (PNG). More specifically, it analyses the extent to which forms of community development intervention undertaken on Lihir Island by Newcrest Mining Ltd, and on Simberi Island by St Barbara Ltd, actually support meaningful forms of development. This has been achieved through the use of development ethics (Goulet 1995) as a conceptual research framework, which when applied in research practice, gives priority to the wellbeing of those whose realities may be ignored, misread or marginalised within the neoliberal realm of development. This research is based on a total of four months of fieldwork undertaken on Lihir and Simberi islands. It draws on community narratives to frame the relevance of human wellbeing, human rights and inclusive development as development ethics within the research context. This development ethics research lens facilitates discussion about the meaningfulness of development intervention from a morally-informed community development perspective. Underpinned by a locally contextualised appreciation of what human wellbeing and meaningful development means on Lihir and Simberi islands (which results in the exposition of a set of local Community Wellbeing and Development Rights), a critical review of the practice and governance of development intervention within each Island community is then detailed. The analysis of development interventions then proceeds using firstly an evaluation of practices within a human rights lens, and secondly consideration of inclusive development outcomes relative to Newcrest's and St Barbara’s development related rhetoric. The resulting account of mining company community development intervention is critical, but ultimately hopeful. This hopefulness reflects the hope of customary landowners that mining will one day lead to meaningful development benefits. The analysis from this development ethics lens reveals insights into the promotion of social justice through the delivery of mining company development interventions. It is argued that mining companies have the opportunity to enhance a set of locally significant and internationally recognised human rights that are important to the wellbeing and development of customary landowners. Although, in some instances, mining company performance is falling short with respect to the enhancement of these human rights, it is argued that the enhancement of Community Wellbeing and Development Rights exists as a potential means for mining companies to add value to host communities. However, if such a development programme is to be meaningful to customary landowners, it must also advance equity and fairness. If mining companies fail to navigate such complexities, this thesis contends that mining, and forms of mining company community development intervention, will likely do more harm to communities than good.

    Fetu'utu'una'i le vā = Navigating relational space : an exploration of traditional and contemporary pastoral counselling practices for Samoans : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy at Massey University, Albany, New Zealand

    Pastoral counselling is one of the important roles of ministers in Samoa. An emerging ethos of individualism is challenging traditional notions of collectivism in fa’aSamoa (culture and traditions of Samoa). This evolution has been identified and described as the ‘changing Samoan self’. Traditional approaches of counselling employed by ministers in the past must adjust to align with the changes faced by church members today. This thesis presents the voices of 34 Samoan participants living in Samoa that include ministers, minister’s wives, matai (title-holders), New-Zealand born Samoans, church members, and service users of a domestic violence agency. Participants shared their expectations of being counselled as well as counselling others, together with reflections concerning effective and ineffective counselling practices. A Samoan research methodological framework called Tafatolu (three-sides) has been conceptualised and used herein as the methodology for this project. Tafatolu methodological framework involves the synthesis of three key parts that this project considers as valuable to any research—a ‘contemporary academic’ approach to research, a ‘cultural’ approach, and the ‘self’ that represents the researcher’s perspectives and positioning within the project. Collectively, these three parts have assisted this project in the collection and analysis of data that have informed this study. The findings from this research have highlighted the emergence of a changing Samoan self and counselling practices that remain centred upon God. Fetu’utu’una’i le vā, (Navigating relational space) emerged as an applicable approach to pastoral counselling for Samoans today. The enforcement of fetu’utu’una’i le vā has evolved alongside a changing Samoan self, from the use of physical force, to verbal force, excommunication and punishment, to now include conversations through dialogue. The findings from this research have forged a theoretical framework of pastoral counselling for Samoans, presented as a continuum of traditional and contemporary understandings. Recommendations from this research propose pastoral counselling practices that cater for both traditionalists and contemporary Samoans.

    Sport as a vehicle for development in Vanuatu : a review of the literature and analysis of the Women's Island Cricket Project : a research project presented in partial fulfilment of the requirements for the degree of Masters of International Development, Development Studies, Massey University, Palmerston North, New Zealand

    Approaches to development delivery have changed significantly post World War II. Current development delivery practices are often referred to as the 4th paradigm of aid delivery. A focus on the concept of empowerment through the delivery of aid has become very popular, especially in relation to women’s development (Cornwall & Brock, 2005, Batliwala, 2007). The 3rd Millennium Development Goal with an aim to empower women is a good example of the increased international focus on and support for, the development of women around the world. This popularity has also surfaced within the new and emerging Sport-for-Development paradigm. The marrying of Sport for Development and empowerment seem to be synonymous in a number of aid projects. However due to the fact that empowerment is a multi-faceted and contested term, there are issues concerning implementation and effectiveness of Sports for Development projects. Monitoring and evaluating Sport for Development projects continues to be an issue many writers lament about. As many have empowerment as an end goal, this is something that causes disquiet in the development field. With the above-mentioned in mind, this research project aimed to investigate, via a desk-based study and field observations, in what ways the Women’s Island Cricket Project in Vanuatu has contributed to women’s empowerment and identify what some of the consequences of this empowerment of participants were at the personal, family and community level. Using Kabeer’s (1999, 2005) notion that empowerment is about the ability to make choices to improve one’s life, and transform one’s life, I consider whether the women involved in the cricket project had acquired agency – the ability to transform – and whether the women have changed the way they feel about themselves and have been able to improve their own self-efficacy. My research identified that Island cricket has considerable ‘buy-in’ by the participants of the Women’s Island Cricket Project and their families. I conclude that this project has been successful, resulting in empowerment-type behavioural change for participants. Whilst paternalistic attitudes towards women exist in Vanuatu, on Ifira Island, the project has challenged and transformed some of these historical attitudes. Development Alternatives for Women of a New Era’s idea that women’s solidarity adds to empowerment (Sen & Grown, 1988) was observed by me when attending the Women’s Island Cricket Committee meeting. Whilst Vanuatu women who play cricket are the focus of this aid project, the reality is that despite sport for women not being equal with empowerment opportunities available to male sports people, well-planned and well-organised Sport for Development projects that involve local women in the planning, implementation and evaluation, are meritorious and provide considerable scope to transform participant’s lives.

    What is the socio-linguistic context for teaching English writing to senior high school students in Fiji? : a thesis completed in fulfilment of the requirements for the degree of Master of Philosophy (Humanities and Social Sciences) in Second Language Teaching, Massey University, Palmerston North, New Zealand

    This study explores teaching practices for expository writing in a developing world context. A qualitative approach draws on a grounded theory model with three different high school case studies in Suva, Fiji. The participants were teachers and students from Form 6 English classes. The linguistic landscape is diverse, with the two majority ethnicities comprising of indigenous Fijian and Fijian both learning different vernacular languages as mediums of instruction for the first three years of school. Standard Fijian and Standard Hindi taught in schools are not always the languages these students speak at home. While English is the medium of instruction taught in schools from Class 4, there is no official language of instruction policy. Students who have English as their second language face challenges in achieving the academic genre of writing. A pass criterion for English proficiency comes with high stakes for success in tertiary studies, with writing for examinations being the only method of assessment. The study found that teachers lacked appropriate resources for teaching this genre of writing, and therefore resorted to teaching more simple formal writing options. Teacher training and professional development in the areas of second language teaching and unit writing appear inadequate in supporting the teaching and learning writing process, and as a result students may not be adequately prepared for their aspirations of going to university.
