Item Para Kore : an alternative voice for a zero waste world : a research project presented to Massey University in partial fulfilment of the requirements for the degree of Master of International Development, College of Humanities and Social Sciences, Institute of Development Studies, Massey University, Manawatu, New Zealand(Massey University, 2019) Banfield, JaneIssues of solid waste pollution are viewed as a serious threat to the global Sustainable Development Goals. Waste minimisation in New Zealand centres around a loose government policy framework underpinned by a neoliberal belief in market-driven solutions from the business sector. The traditional ‘waste hierarchy’ model (Reduce-Reuse-Recycle-Recover) remains at the core of legislation, while the more recently developed ‘Circular Economy’ model is increasingly viewed by both state and business sector as offering new hope. However, strategies for waste minimisation in New Zealand are still failing to reduce waste, as exemplified by the annual growth in waste-to-landfill rates. Given the failures mentioned above, this research looked to investigate the merits of an alternative indigenous approach to waste minimisation based upon a different epistemology. Framed by a hope-filled post-development outlook, an in-depth critique of current literature regarding mainstream waste minimisation strategies was undertaken alongside a qualitative case study with Para Kore Marae Inc., a Māori not-for-profit organisation active in 12 regions of New Zealand. The study revealed there are contradictions within mainstream waste minimisation strategies. Resolution of waste issues is constrained by political adherence to neoliberal economic theory which promotes continuous growth in production and consumption. A dominant metanarrative around waste has developed allowing the collective impact of factors incompatible with waste eradication to remain unacknowledged and unaddressed by state actors. The Para Kore model contrasts significantly with technocentric state-led approaches. Para Kore Marae Inc. views solid waste issues through the spiritual lens of kaitiakitanga, the relationship and consequent responsibility of each person to the natural world. For participants adopting a Para Kore approach, intrinsic motivation developed to align waste reduction behaviours with personal values and cultural principles. In addition to reducing waste-to-landfill, the Para Kore approach resulted in holistic improvements to individual and community wellbeing. Cost and time constraints to waste reduction were not found to be an issue. The most significant challenge to the model was ‘burnout’ experienced by the ‘champion’ facilitators. The Para Kore approach is identified as reflecting the emergent post-neoliberal political framework, the ‘Politics of Belonging’. It is concluded that Para Kore’s approach has significant value not only in engendering waste reduction behaviours within organisations and households but also in reinvigorating individual and community wellbeing.Item Mining and development : examining the effectiveness of mining company community development intervention in New Ireland Province, Papua New Guinea : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatu, New Zealand(Massey University, 2018) Richardson, EmmaThis thesis explores the effectiveness of mining company contributions to development within the gold mining communities of Lihir and Simberi islands, in New Ireland Province, Papua New Guinea (PNG). More specifically, it analyses the extent to which forms of community development intervention undertaken on Lihir Island by Newcrest Mining Ltd, and on Simberi Island by St Barbara Ltd, actually support meaningful forms of development. This has been achieved through the use of development ethics (Goulet 1995) as a conceptual research framework, which when applied in research practice, gives priority to the wellbeing of those whose realities may be ignored, misread or marginalised within the neoliberal realm of development. This research is based on a total of four months of fieldwork undertaken on Lihir and Simberi islands. It draws on community narratives to frame the relevance of human wellbeing, human rights and inclusive development as development ethics within the research context. This development ethics research lens facilitates discussion about the meaningfulness of development intervention from a morally-informed community development perspective. Underpinned by a locally contextualised appreciation of what human wellbeing and meaningful development means on Lihir and Simberi islands (which results in the exposition of a set of local Community Wellbeing and Development Rights), a critical review of the practice and governance of development intervention within each Island community is then detailed. The analysis of development interventions then proceeds using firstly an evaluation of practices within a human rights lens, and secondly consideration of inclusive development outcomes relative to Newcrest's and St Barbara’s development related rhetoric. The resulting account of mining company community development intervention is critical, but ultimately hopeful. This hopefulness reflects the hope of customary landowners that mining will one day lead to meaningful development benefits. The analysis from this development ethics lens reveals insights into the promotion of social justice through the delivery of mining company development interventions. It is argued that mining companies have the opportunity to enhance a set of locally significant and internationally recognised human rights that are important to the wellbeing and development of customary landowners. Although, in some instances, mining company performance is falling short with respect to the enhancement of these human rights, it is argued that the enhancement of Community Wellbeing and Development Rights exists as a potential means for mining companies to add value to host communities. However, if such a development programme is to be meaningful to customary landowners, it must also advance equity and fairness. If mining companies fail to navigate such complexities, this thesis contends that mining, and forms of mining company community development intervention, will likely do more harm to communities than good.Item The gender dimensions of environmental change : an exploration of the experiences and perceptions of rural men and women in Zimbabwe : a thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatu, New Zealand(Massey University, 2016) Shumba, Dorcas Stellah TsitsiProcesses of environmental change have taken place for centuries both as a result of natural variability and anthropogenic forces. As a concept however, environmental change continues to be used narrowly to refer to environmental changes which are biophysical in nature, and mostly those with global precedence. In recent times incidences of environmental change have become more complex as new patterns of change are threatening the livelihoods of those living in developing countries, undoing many development gains. As such, there is an increasing desire to understand the implications of environmental changes, particularly for those whose livelihoods are natural resource dependent, many of whom live in rural areas, and many of whom are poor. Despite this growing interest, rural people and especially the rural poor are little seen or heard; their environmental change experiences are thus misunderstood, and solutions proposed do not take into consideration the local context or experiences. There remains also a normative perspective which positions women as automatically vulnerable to environmental change, specifically vis-à-vis men. In doing so women’s experiences of environmental change are homogenised and men’s experiences are rendered invisible. Drawing on the case of Zimbabwe this study critically considers the experiences and perceptions of rural men and women to environmental change so as to ascertain gendered impacts and differential vulnerabilities. To capture fully the subjective lived experience of both men and women to environmental change, this study lends itself to qualitative research. Thus research methods such as semi-structured interviews, focus group discussions and gender analysis are central to the methodology. In terms of findings, this study argues against looking at environmental change as a technocratic subject accessible only from a global frame and accessed only by a technocratic few, proposing that the people experiencing environmental change at a local level should determine the environmental changes of communal concern. This study also highlights the importance of understanding the vulnerabilities of rural men and women within a well-conceived notion of context, taking into account rural disadvantage resulting from colonialism, and the current Zimbabwean crisis.
