Item The role of the private sector in providing access to educational and employment opportunities in PNG : a case study of the Work Readiness Institute, Lihir Island, PNG : a research project presented in partial fulfillment of the requirements for the degree of Master of International Development, Institute of Development Studies, Massey University, Manawatu, New Zealand(Massey University, 2020-06) Tyro, Sophie LynneDespite Papua New Guinea being resource rich, the country has struggled to turn these revenues into positive development results with PNG still lagging behind in all development indicators. Mining companies within the country have made effort to contribute positively to development, and are increasingly held to account through critical evaluation and measuring effects by way of social impact assessments. This paper seeks to look specifically at the role of the Work Ready Institute, situated within the special mining lease of Newcrest Mining Ltd., Lihir Island, New Ireland Province. The WRI has been developed by the mining company as a training and development program that provides trainees with the skills necessary to access employment opportunities available within Newcrest and is specifically aimed at young Lihirians. The aims of this research project are, firstly, to investigate the obstacles to educational success that exist for students at the Work Ready Institute, an educational training facility administered by Lihir Gold Limited (LGL). In understanding these challenges, the second aim is to explore how the mine, the WRI, and the trainees can work together for better educational outcomes. The overall context of this research project is to critically examine the education system in PNG by looking at the history of education in PNG and how this history relates to recent curriculum reforms. The research considers the available literature surrounding education in PNG as well as the extractive industries and the way in which the latter can partner with the government to improve educational outcomes in the country. This research considers these through the framework of Corporate Social Responsibility, particularly looking at the motivations of CSR within the mining industry and its influence on outcomes and sustainability of social performance initiatives. Broadly speaking, the conclusion of this research project speaks to the need for social performance initiatives to be well considered in partnership with the very people the project is aimed at through effective social assessment and monitoring. There needs to be a clear objective for the program, and all stakeholders need to understand the objective in order to find success. Most importantly, the outcome of the initiative needs to satisfy business objectives in order to ensure continuity and sustainability during the mine life, as social performance requires long-term investment in order to deliver effective social change. And herein lies the difficulty: placing priority on business outcomes, like social performance, while also prioritising the needs of the community. True partnerships in sustainable development are when interests of all stakeholders are met.Item Journeys towards employment : the experiences of young adults in the Maldives : a thesis presented in partial fulfilment of the requirement for the degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand(Massey University, 2007) Shaugee, FarzanaIn a similar situation to most countries in the world, unemployment is rising in the Maldives and it is noticeable that more and more young adults are struggling to achieve gainful, productive employment. There are several difficulties and barriers faced by the young adults of today, before they even take their fist crucial step into the labour market. This research aims to identify these barriers faced by young adults in the employment process. To achieve this, the research conducted exploration in order to obtain an in-depth understanding into the experiences of urban young adults in the Maldives, who were in the process of finding and securing jobs. The methodology used in the research process was qualitative in nature with the use of individual interviews and focus group discussions, in order to achieve a close, in-depth view into the employment experiences of these young adults. The researched explored and identified several barriers to urban youth unemployment. Amongst the barriers to employment, the most common themes identified were in relation to educational achievements and discrimination. This study also identified several changes emphasised as important by the young participants in the research. They believe these changes are necessary, to combat the barriers that they face and they will also enhance better employment opportunities in the future.Item A study of the career pathways of Canadian young adults during the decade after secondary school graduation : a thesis presented in fulfilment of the requirements for the degree of Doctor of Philosophy, Social Work and Social Policy at Massey University, Palmerston North, New Zealand(Massey University, 2011) Campbell, Catherine GraceThis study examined the career pathways taken by 47 young adults in Canada after they graduated from secondary school. Based on a grounded theory analysis, this thesis explored the way young adults made career decisions and how their resources (individual, family, social and environmental) and the messages that they heard from significant others influenced their career pathways. The majority of the young people in this study either did not know what they wanted to do when they graduated from secondary school or subsequently changed their minds. Most engaged in a process of identity exploration through experimentation with tertiary programmes and different types of work as they tried to ascertain what constituted satisfying work. As participants experimented with different career pathways, they obtained a better sense of who they were and what types of work they found satisfying. Findings indicated that participants engaged in a process of finding a career-related place, an activity that superficially involved selecting a career pathway but more substantively meant a search for identity and life purpose. Finding a career-related place was achieved through the interchangeable use of five strategies: navigating, exploring, drifting, settling, and committing. These strategies emerged as a host of internal and external factors impinged on a young person’s simultaneous search for a career and the identity that could potentially come with it. This contingent nature of finding a career-related place stood in sharp contrast to the discourse of what is referred to in this thesis as the “career myth”. This discourse related to the belief that young people should follow a linear, predictable route from secondary school to tertiary training, and then on to a permanent, full-time job. Based on these findings, an argument is made that developmental and chaos-oriented approaches to career development should be moved into the foreground when professionals assist young people in the immediate years after secondary school graduation. Accordingly, the trait and factor ethos, which continues to dominate the career counselling field, should be deemphasised. Six career design principles are identified that provide guidelines for how young people can engage in the process of finding a career-related place in a way that is proactive while at the same time accepting that career pathways and the identities that follow may be uncertain.Item Career break or broken career? : mothers' experiences of returning to paid work : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy at School of Sociology, Social Policy and Social Work, Massey University, Palmerston North, New Zealand(Massey University, 2007) Ang, Ee KhengServicemen returning from two World Wars were granted assistance in finding work, retraining and other benefits in recognition of the sacrifices they had made. Yet mothers' returning to work after time out bearing and raising children are reliant on a booming economy to obtain even limited entry to the labour market, and the work obtained is very often inferior to the jobs held by women before becoming mothers. Currently due to lower fertility rates and the ageing populations of the world's richer nations, a shortage of working-age people is predicted to continue into at least the middle of the twenty-first century. To overcome this shortfall, the Organisation for Economic Cooperation and Development (OECD) advises its member states to assist mothers to return to paid work sooner. Most OECD nations are complying, with varying degrees of success. Some policy frameworks make this goal more easily attainable than others. Mothers in liberal welfare states often return to paid work later than they might otherwise prefer. Many returners are overqualified for the work they are doing. While there appears to be relatively few barriers to re-entry, the choice of re-entry occupations are limited and returners are predominantly offered low status jobs with no career opportunities at the back of the job queue and gender queue. Mothers who interrupt their careers by taking a career break for childbearing and rearing generally face downward occupational mobility and loss of lifetime incomes. This thesis assesses the experiences of mothers who return to employment in one liberal nation, New Zealand. It applies Esping-Andersen's three models of welfare states and Reskin and Roos' gender queues model to the situation of returners. The study investigates the precise nature of the obstacles and processes encountered by a number of mothers attempting to resume a career. It argues that social policies matter: returners in countries where state intervention is more widespread and where there is universal, extensive and generous social provision and support for working mothers are economically better off. The research methods include in-depth interviews and a focus group with mothers, a mail questionnaire and interviews with employers, and a study of recent and current New Zealand and overseas government policies to assist working parents. The findings of this thesis are that regardless of skill levels, New Zealand returners are consigned to low status occupations where they are not fully integrated into the 'normal' full-time workforce with career opportunities. These mothers generally suffer more than one episode of returning to the back of the queue. They also earn less (weekly and annually) than mothers who do not take career breaks. The study identifies social policy frameworks and employers' policies and practices as factors contributing to the processes whereby returners are relegated to the back of the queue. Although New Zealand has recently brought in policies to assist mothers to return to paid work these initiatives have not addressed the processes that currently confine returners in low status, part-time employment. Policies similar to those created to specifically target the needs of ex-servicemen would go a long toward assisting mothers to access higher status and better-paid jobs at the head of the queue. The thesis concludes with policy recommendations to facilitate mothers' integration into such jobs.Item Labour standards under decentralisation and globalisation : the impact of the minimum wage policy in West Java, Indonesia : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand(Massey University, 2005) Surbakti, Indra MurtyThis study explores the importance of the minimum wage policy in West Java, Indonesia, within the overall framework of development and in the face of globalisation and decentralisation. A holistic approach to the minimum wage policy is applied. Generally, the study assesses the impact of decentralized minimum wage fixing processes on employment and participation of trade unions. In addition, it explores whether the minimum wage policy assists workers in coping with the negative effects of globalisation. It also explores the link between minimum wages and decent work. This study reveals that while there is some evidence of employment losses due to increases in wage levels in West Java, it did not find conclusive evidence that minimum wage levels were the main factor responsible for the employment decline. It is likely that a combination of factors such as a decrease in global demand for Indonesian manufacturing products and the current macro-economic conditions in the country, are also responsible for the employment decline. This study finds that the process of minimum wage fixing at local level has a positive impact on trade union participation in wage bargaining. The empowerment of trade unions through new legislation has enabled independent trade unions to flourish, which allows workers to join any trade unions. Consequently, minimum wage bargaining at district/city level is more dynamic than the centralized system of minimum wage bargaining in the past. Trade unions are able to express their views on what the minimum wage levels should be. Moreover, the minimum wage fixing processes at local level have the potential to promote decent work. The minimum wage fixing processes are an alternative to wage bargaining and can accommodate even sectors where trade unions are least active or non-existent. The minimum wage processes at district/city level are already established and they are in position to expand to a wider framework of providing welfare for workers. However, decent work objectives will not be achieved without the full cooperation of both central and local governments. Under the current decentralisation process, where central and local government views are still not in agreement, it is difficult to see how decent work can be applied nationally. Thus, the minimum wage policy and trade union development are important in the overall development paradigm. Both ensure the existence of a rights based approach to development where workers are given rights to organize as well as earn a basic living. Nevertheless, the development of trade unions in developing countries is under threat from flexibilisation of the workplace in which jobs have become less and less secure. The minimum wage policy, however, is still viable because it covers all types of workers. At the very least, minimum wages provide a safety net wage that can prevent real wages from falling. The writer suggests that more studies should be conducted on the extent and effectiveness of trade union participation in minimum wage bargaining. In addition, further studies should be conducted on the effect of minimum wages and trade unions on non-standard or flexible workers. Flexible workers, whether they are fixed-term contract and outsourced workers, are becoming an important part of the global labour market and increasingly pose a challenge to the increasingly important role of trade unions in developing countries.
