    Can MNCs promote more inclusive tourism? Apollo tour operator's sustainability work

    Outbound tour operators are key actors in international mass tourism. However, their contribution to more sustainable and inclusive forms of tourism has been critically questioned. Drawing from new institutional theories in organization studies, and informed by the case of one of the largest Scandinavian tour operators, we examine the corporate social responsibility (CSR) and sustainability work in large tour operators and the challenges faced in being more inclusive. On the basis of in-depth interviews with corporate officers, document analysis and media reports, we show how top-down coercive and normative pressures, coming from the parent company and the host society shape the ability of the daughter corporation to elaborate a more inclusive agenda. However, daughter companies do not merely comply with these institutional pressures and policy is also developed from the ‘bottom-up’. We show how the tour operator's sustainability work is also the result of organizational responses including buffering, bargaining, negotiating and influencing the parent organization. By creating intra and inter-sectoral learning and collaborative industry platforms, MNCs not only exchange and diffuse more inclusive practices among the industry, but also anticipate future normative pressures such as legislation and brand risk. Daughter organizations help shape their institutional arrangements through internal collaborative platforms and by incorporating local events and societal concerns into the multinational CSR policy, especially when flexible policy frameworks operate, and the corporate CSR agenda and organizational field are under formation. However, risks do exist, in the absence of institutional pressures, of perpetuating a superficial adoption of more inclusive practices in the mass tourism industry.

    A Critical Tiriti Analysis of the New Zealand Disability Strategy 2016-2026

    Health policy is one mechanism to address inequities and protect Indigenous people’s access to the shared human right to health. Te Tiriti o Waitangi (the Māori text) negotiated between the British Crown and Māori (the Indigenous peoples of Aotearoa) outlines the social contract between Māori and Non-Māori. It was negotiated in part to protect Māori health. Within Aotearoa there continues to be significant ethnic inequities in disabilities. This paper undertakes a retrospective Critical Tiriti Analysis of the New Zealand Disability Strategy to determine its compliance with Te Tiriti. It also considers whether such an analysis might strengthen responsiveness to Indigenous peoples elsewhere. This analysis involved a five-phase process of review. Through our analysis we identified poor to fair engagement with the responsibilities outlined in Te Tiriti o Waitangi. There were promising statements about the special relationship between the Crown and Māori, conflicting statements about governance and self-determination, and limited engagement with ethnic specific equity concerns or spirituality. To strengthen the Strategy the authors determined Tāngata whaikaha (Māori disabled people’s) views needed to be more strongly centered within the structure and content. The historical and contemporary determinants of Māori health needed to be included along with deeper engagement with intersectionality and Te Tiriti o Waitangi responsibilities. Undertaking critical policy analysis is an effective method to inform and review policy that may be applicable in other settler-colonial contexts with significant ethnic health inequities.

    China's collectivist cosmopolitanism: Harmony and conflict with Western conceptualizations of cosmopolitanism rooted in individualistic notions of human rights

    Just as leading Western countries have begun withdrawing from the neoliberal Washington Consensus that paved the way for economic globalization over the last 40 years, China has proposed an ambitious Belt and Road Initiative, or One Belt One Road, outlining its vision for global development. President Xi's vision of collectivist cosmopolitanism is centered on the principle of sovereign equality between nations, emphasizing civilizational uniqueness rather than universal human rights. In this view, economic and social development are path dependent, and in China's case, prioritize decolonization and national sovereignty. Xi's view in major speeches is cosmopolitan but collectivist, emphasizing economic growth, openness, dynamism, and an “avowed respect” for the integrity of other cultures, while saying nothing about individual human rights or groups within China. This approach positions ancient Chinese traditions like Confucianism as playing a central role in cultivating individuals’ and society's moral qualities so that person, society, and governance are bound together as a mutually beneficial and interconnected whole. It forms the theoretical basis of a Chinese view of cosmopolitanism, which could be the basis of dialogue with Western cosmopolitanists. The challenge is reconciling the different emphasis accorded to human rights versus national sovereignty in the two views. Empirical results of a new measure of Cosmopolitan Orientation that correlates positively rather than negatively with nationalism and religiosity provide insights into the specific basis for this dialogue to become beneficial rather than conflictual.

    The rights of disabled ākonga: Bridging the gap between law and practice

    All children in Aotearoa New Zealand have the right to enrol in and receive a quality, inclusive education. Despite this, a recent report by the Education Review Office ([ERO] 2022), the government’s external education evaluation agency, identified numerous ways in which disabled ākonga are excluded from and within the education system. This article explores one of ERO’s key findings; principals lack understanding of their legal obligations with respect to disabled ākonga. Through contextualising this finding within national and international literature on principals’ legal literacy, the urgent need for professional development (PD) to develop principals’ understanding of the relevant law is highlighted. Recommendations for the content and delivery of this PD are outlined along with regulatory measures to safeguard the rights of disabled ākonga.

    Ableism, Human Rights, and the COVID-19 Pandemic: Healthcare-Related Barriers Experienced by Deaf People in Aotearoa New Zealand

    The COVID-19 pandemic significantly affected global healthcare access and exacerbated pre-pandemic structural barriers. Literature on disabled people's experiences accessing healthcare is limited, with even less framing healthcare access as a human rights issue. This study documents and critically analyses Deaf people's healthcare access experiences in Aotearoa New Zealand during the COVID-19 pandemic. Eleven self-identified Deaf individuals participated in semi-structured videoconferencing interviews. Discourse analysis was applied to participant narratives with discourses juxtaposed against a human rights analysis. Barriers influencing healthcare access included: (1) the inability of healthcare providers to communicate appropriately, including a rigid adherence to face mask use; (2) cultural insensitivity and limited awareness of Deaf people's unique needs; and (3) the impact of ableist assumptions and healthcare delaying care. Barriers to healthcare access represent consecutive breaches of rights guaranteed under the United Nations Convention on the Rights of Persons with Disabilities (CRPD). Such breaches delay appropriate healthcare access and risk creating future compounding effects. Action is required to address identified breaches: (1) The CRPD should also underpin all health policy and practice development, inclusive of pandemic and disaster management responsiveness. (2) Health professionals and support staff should be trained, and demonstrate competency, in Deaf cultural awareness and sensitivity.
