Item Para Kore : an alternative voice for a zero waste world : a research project presented to Massey University in partial fulfilment of the requirements for the degree of Master of International Development, College of Humanities and Social Sciences, Institute of Development Studies, Massey University, Manawatu, New Zealand(Massey University, 2019) Banfield, JaneIssues of solid waste pollution are viewed as a serious threat to the global Sustainable Development Goals. Waste minimisation in New Zealand centres around a loose government policy framework underpinned by a neoliberal belief in market-driven solutions from the business sector. The traditional ‘waste hierarchy’ model (Reduce-Reuse-Recycle-Recover) remains at the core of legislation, while the more recently developed ‘Circular Economy’ model is increasingly viewed by both state and business sector as offering new hope. However, strategies for waste minimisation in New Zealand are still failing to reduce waste, as exemplified by the annual growth in waste-to-landfill rates. Given the failures mentioned above, this research looked to investigate the merits of an alternative indigenous approach to waste minimisation based upon a different epistemology. Framed by a hope-filled post-development outlook, an in-depth critique of current literature regarding mainstream waste minimisation strategies was undertaken alongside a qualitative case study with Para Kore Marae Inc., a Māori not-for-profit organisation active in 12 regions of New Zealand. The study revealed there are contradictions within mainstream waste minimisation strategies. Resolution of waste issues is constrained by political adherence to neoliberal economic theory which promotes continuous growth in production and consumption. A dominant metanarrative around waste has developed allowing the collective impact of factors incompatible with waste eradication to remain unacknowledged and unaddressed by state actors. The Para Kore model contrasts significantly with technocentric state-led approaches. Para Kore Marae Inc. views solid waste issues through the spiritual lens of kaitiakitanga, the relationship and consequent responsibility of each person to the natural world. For participants adopting a Para Kore approach, intrinsic motivation developed to align waste reduction behaviours with personal values and cultural principles. In addition to reducing waste-to-landfill, the Para Kore approach resulted in holistic improvements to individual and community wellbeing. Cost and time constraints to waste reduction were not found to be an issue. The most significant challenge to the model was ‘burnout’ experienced by the ‘champion’ facilitators. The Para Kore approach is identified as reflecting the emergent post-neoliberal political framework, the ‘Politics of Belonging’. It is concluded that Para Kore’s approach has significant value not only in engendering waste reduction behaviours within organisations and households but also in reinvigorating individual and community wellbeing.Item Under the gaze : a study of the portrayal by the New Zealand print media of Pacific Island workers in the Recognised Seasonal Employer (RSE) scheme, 2007-2012 : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Media Studies at Massey University, Wellington New Zealand(Massey University, 2019) Enoka, Angelynne JosephineMedia reporting on Pacific people in New Zealand has frequently been criticised for being sensationalised, biased and narrow. Yet, there have been few broad and systematic analyses of the nature of reporting specifically concerning Pacific Island seasonal workers in New Zealand. My thesis explores how the New Zealand print media portrayed Pacific Island seasonal workers travelling under the Recognised Seasonal Employer (RSE) scheme from 2007 to 2012. That period represented the first five years of the scheme and a time when it was in the news by virtue of its novelty in New Zealand, thereby providing a rich vein of media representations to study. My research focusses on the media themes occurring in the communities where RSE workers were living, while they were living there, so as to understand the discourse circulating in their immediate community. This provides understanding of the philosophical and cultural assumptions that underpin mainstream regional media reporting in New Zealand with regards to the particular representation of Pacific RSE workers, and how this compares with representations of Pacific people as a whole. Although the goal of my thesis is to trace the nature of the portrayal of Pacific Island workers under the RSE scheme, I have contextualised this with a review of the depiction of Pacific people dating back to their arrival in the 1950s and ‘60s. I look at how Pacific people were racialised in the early 1970s and compare that with coverage of the influx of Pacific Island seasonal workers in 2007, exploring underlying assumptions prevalent in the 1970s that Pacific Island workers were disruptive to New Zealand, such as by taking employment from New Zealanders or posing a threat to health, law or order. A sample of 115 articles drawn from the five regional newspapers – Bay of Plenty Times, Hawkes Bay Today, Nelson Mail, Marlborough Express and The Southland Times – was chosen for media analysis. Additionally, five selected case studies extracted from the NZ Herald, a metropolitan newspaper, for each calendar year from 2007-2012, were explored and compared to the regional sample, to help identify themes about Pacific seasonal workers that were portrayed in the wider New Zealand news media but missing from the regional coverage. I analysed the articles using interpretive thematic analysis. In this method, I looked at newspaper coverage in depth to make sense of the patterns of meaning. I identified themes used by print media to portray Island workers in regions that constitute a high number of Pacific seasonal workers during the scheme’s first five years of operation in New Zealand, and mapped these over time to investigate whether there was a shift in the discourse of stories as the scheme matured. With 115 articles assessed from 2007 to 2012, concentrating on November to March in each season when most RSE workers are in New Zealand, key themes were identified. Media analysis showed the reportage had extensive positive coverage of the scheme’s policy aims in New Zealand, with government, agency officials and industry spokespeople the most frequently cited news sources. Nine key themes; Labour shortage, RSE policy, New Zealanders first, Pastoral care, Economic benefits, New Zealand unemployment, RSE cap, RSE praises and RSE issues were represented in regional coverage across regions and time periods. The overall portrayals of Pacific Island seasonal workers under the scheme represented a more positive light in comparison to what we know broadly about historical depictions of Pacific peoples in the New Zealand media. The patterns and trends in media reporting in the studied RSE regions uncovered a more affirmative portrayal overall, but also indicated that local media perceptions shifted in particular regions as time passed. The characterisation of Pacific RSE workers by the New Zealand print media in the first five years of the scheme carried fewer stigmatising discourses than in the 1970s. However, examined critically, these seeming positive discourses can be understood as positive to those promoting capitalism and seeking cheap labour, but as positioning Pacific temporary workers as dehumanised commodities in ways that may contribute to undermining their human rights and long-term best interests. These discourses and patterns are important to understand. They fill a gap that exists in the examination of how Pacific people working in temporary labour positions have been represented by the New Zealand print media. The findings provide RSE Pacific countries with insights into the issues, challenges and successes depicted by the media about their workers, as well as alerting the New Zealand public more broadly to patterns in the way the scheme has been reported to them, and to broader patterns of racialised and economic discourse. [The RSE scheme was launched in April 2007 with a cap of 5,000 workers under the then Labour Government led by Helen Clark, but the cap was lifted to 8,000 in October 2008 and was lifted again in November 2014 from 8,000 to 9,000, and then again from 9,000 to 9,500 in December 2015 and 10,500 in December 2016. It lifted again in December 2017 to 11,100 and the latest increase was in November 2018 to 12,850. The workers are mostly sourced from the Pacific Islands. They contribute substantially to New Zealand’s economy but do not accrue any rights to citizenship in New Zealand as a result of participating in the scheme.]Item Lupe fa'alele : releasing the doves : factors affecting the successful operation of Samoan businesses in New Zealand : a thesis presented in fulfillment of the requirements for the degree of Doctor of Philosophy in Sociology, Massey University, New Zealand(Massey University, 2018) Vao'iva Tofilau, Ma'atusi S.This thesis explores levels of Samoan entrepreneurship in New Zealand. It identifies unique challenges and opportunities Samoan entrepreneurs face when establishing businesses in a migrant setting. There is a growing body of knowledge in New Zealand on ethnic businesses, in particular, what constitutes an ethnic business, what facilitates and impedes their success, and the contribution they make to the New Zealand economy. Samoan entrepreneurship, however, remains an academic terra nova. Little is understood about what Samoan entrepreneurship looks like; is there a typical Samoan business, for example; what sorts of challenges do they face when negotiating and navigating cultural and business challenges in the New Zealand business environment; and what does this all mean in terms of success in both the business and community contexts? This thesis considers a qualitative research approach to investigate the lived experiences of Samoan entrepreneurs in New Zealand. The research draws on the experiences of fifteen male and six female Samoan entrepreneurs. The participants interviewed for this study included entrepreneurs who were born and educated in Samoa, those born in Samoa and partly educated in both Samoa and New Zealand, and entrepreneurs born and educated in New Zealand. The research examines how entrepreneurs differ from one another in the way they operate their businesses and the manner in which they negotiate their obligations towards family, religion, community and business responsibilities. Earlier literature on ethnic entrepreneurship has emphasized the importance of ‘social embeddedness’ of entrepreneurs in their social and community networks as key factors in operating a successful business. This study however looks to build on and extend this concept to a mixed embeddedness focus that highlights the combination of cultural, institutional, structural elements of the business environment and relevant strategies that entrepreneurs use to create a successful business. The findings in the study emphasize that the mixed embedded approach produces more successes and a variety amongst Samoan entrepreneurs especially when they negotiate the requirements of both fa’a-sāmoa in conjunction with the institutional and the regulatory responsibilities of the New Zealand business environment. The implications of these findings would be valuable for other migrant operated businesses in New Zealand.Item Culturally relevant tasks and Påsifika students' participation and engagement in mathematics : a thesis presented in partial fulfilment of the requirements for the degree of Master of Education in Mathematics Education, Massey University (Manawatu), New Zealand(Massey University, 2019) Cunningham, Libby SaraPåsifika students’ academic achievement in mathematics continues to remain a priority for New Zealand education (Ministry of Education, 2013). Research in both the New Zealand and international contexts identifies the need for New Zealand classrooms to foster culturally responsive and mathematical practices that align with Påsifika students’ cultural values, backgrounds, interests and experiences. As a result, Påsifika students will have increased opportunities to participate and engage in mathematics while developing a cultural identity within New Zealand classrooms. This study utilised the Påsifika students’ and their families’ funds of knowledge to design culturally relevant mathematical tasks. These tasks were used within the students’ mathematics classroom where the teacher was supported to implement culturally responsive and mathematical practices. It examined how the use of culturally relevant tasks while enacting the reviewed cultural and mathematical practices could foster Påsifika students’ participation and engagement in mathematics. This study used qualitative research methods with an ethnographic case study approach while drawing on Påsifika research frameworks (Lemanu, 2014; Sauni, 2011). 11 Year 5 and Year 6 students who descended from the Pacific Islands participated in this study. Semi-structured interviews were completed at the beginning and end to find out the Påsifika students’ perspectives about their experiences of their culture and mathematics. Throughout the study, photoelicitation interviews were used to identify Påsifika students’ cultural funds of knowledge and mathematical experiences that they engaged in outside of school. This information was used to work with the classroom teachers to design culturally relevant mathematics tasks. Observations were made of the students’ behaviour and interactions while working on these tasks within their classroom setting. After each observation, focus group interviews were conducted to gain insight into the students’ perspectives of the task and learning experience. The use of a variety of methods provided greater evidence of data that I drew on to support my findings. The results illustrated key findings and recommendations that have been visually represented using a frangipani (kalosipani/ pua fiti/ fiti pua/ tipani)1 ulalei2. Each petal on the frangipani flower represents the key themes that emerged. These are as follows; mathematics at home and school, culturally relevant tasks, funds of knowledge, collaborative grouping and mathematical disposition and cultural identity. These key themes are supported by a group of learners which include parents, teachers and students and are bound together by the core Påsifika values. The key themes, community of learners and cultural values form the ula-lei. This study revealed these components as being effective practices that educators should develop to support Påsifika learners’ participation and engagement in mathematics.Item (De)constructing 'refugeeness' : exploring mediated discourses of solidarity, welcome and refugee (self)representation in New Zealand : a thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Development Studies at Massey University, Manawatū, New Zealand(Massey University, 2019) Slade, Natalie FrancesThe tragic photo of Alan Kurdi ignited protests of solidarity and compassion across the Western world in support of refugees. In New Zealand, refugee advocates and media commentators urged the government to increase the refugee quota and welcome in more refugees. Although discourses of solidarity and welcome stem from humanitarian concern, they also risk encouraging a regime of compassion and charity that speaks more about ourselves and how we feel. Refugees are framed as objects of ‘our’ moral responsibility, stereotyped as helpless vulnerable victims without agency. These discourses consequently produce a generic type of refugee – an imagining of ‘refugeeness’ – that consigns individuals to an anonymous presence, silenced and marginalised by the very act of solidarity and protest that is performed on their behalf. Situated within a post-development and post-humanitarianism paradigm, and an actor-oriented approach to discourse and agency, this research aims to explore refugee representation and discourses of solidarity and welcome in the New Zealand mainstream media, and how people from refugee backgrounds experience and contest dominant discourses of ‘refugeeness’. Using critical discourse analysis, this research critically examines the discursive constructions of refugees and solidarity in the New Zealand mainstream news media, and the power dynamics involved in the production of discourse. Semi-structured, in-depth interviews with refugee advocates and former refugees are employed to create spaces for participants to share their stories and experiences, enabling voices to be heard, misconceptions to be challenged, and new meanings to be constructed. The emergence of themes in this research highlight the relationship between discourses of solidarity, humanitarianism, and imaginings of New Zealand national identity. Within these discourses, refugees are stereotyped in a particular way that calls on the New Zealand public to respond. However, as the title of this thesis suggest, meaning is not infinitely fixed. Refugees may be labelled by discursive structures, but they will also use their agency to deconstruct and redefine the refugee label for their own ends, creating space for the construction of their own identities in the process.Item Refugee resettlement and ways forward : a dissertation submitted for the degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand(Massey University, 2004) Ibrahim, Hassan HajiNew Zealand has hosted refugees since World War II and is currently one of only ten countries in the world with a refugee resettlement programme, yet little is known about the experiences and unique needs of new refugees who are culturally, racially and ethnically extremely different from New Zealand mainstream society. The focus of this research is to provide an overview of the experiences the Afghan and Somali refugees have undergone prior to resettlement in New Zealand and the hindrances to realising their dreams in New Zealand as their country of resettlement. The structure and aims of the research were guided by Alternative Development theory which focuses on eliminating injustice being done to a particular group on the basis of their race, colour, religion or gender and addressing the priority needs of people to achieve sustainable society. To achieve the research objectives, the research has applied participatory methods (individual in-depth interviews, focus groups with interactive activities and discussion and document review). The research findings indicate that resettlement is a continuum process in which the new refugees are making effort to move away from situation of under-development to a favourable situation of development worthy of decent human life. The research findings also suggest that refugee resettlement, having links with Alternative Development and Human Rights, goes beyond meeting physical needs of refugees. It also covers the restoration and sustainability of people's capabilities. Finally, the research presents practical ways to empower refugees and foster opportunities to develop their own livelihoods and integrate with structures and systems of New Zealand society.Item New Zealand aid and the development of class in Tonga : an analysis of the banana rehabilitation scheme : a thesis submitted in partial fulfilment of the degree of Master of Arts, Department of Sociology, Massey University(Massey University, 1988) Needs, Andrew PThis thesis examines the bilateral aid relationship between New Zealand and Tonga. Its central purpose is to examine the impact aid is having in transforming Tongan society. This involves a critique of both development theory and of New Zealand government aid principles. The understanding of development and the application of aid by the New Zealand Ministry of Foreign Affairs remains greatly influenced by the modernisation school of thought, which essentially blames certain supposed attributes of Third World peoples for their lack of development. Dependency theorists challenged this view, claiming that Third World poverty was a direct result of First World exploitation through the unequal exchange of commodities. This has had some influence on the use of aid as a developmental tool, but has failed to supercede modernisation theory as the dominant ideology. The theory of articulation of modes of production transcends the problems of both modernisation and dependency schools. Its main thrust is that the capitalist (First World) mode of production does not immediately dominate the non-capitalist (Third World) mode but rather interacts with it. Such a conception takes cognisance of the influence of indigenous modes in creating new social formations. This is demonstrated through an analysis of the New Zealand financed Banana Rehabilitation Scheme of Tonga. In order to understand the effect of New Zealand funded aid projects in Tonga, the Banana Rehabilitation Scheme, the largest project funded at present, was used as a case study. The research method demanded a fieldwork component which entailed three months in Tonga in order to collect both historical and archival data only available there. The main fieldwork component was a series of interviews with a cross section of scheme members and other significant actors related to the scheme. This study of the Banana Rehabilitation Scheme shows that the redistributive aims Of New Zealand aid have been undermined by a greater concern with productivity. Emphasis upon the latter has meant that the project has been reoriented in favour of giving greater assistance to those who can produce bananas most easily, those who already had access to land, capital and labour. This category of growers is as much a product of the indigenous social structure of Tonga as of forces impinging from outside. Although through the banana scheme large amounts of money are being pumped into the Tongan economy, its redistributive effects are minimal. The structure of the scheme is such that many of the major benefits accrue to the already advantaged.Item Biogeochemical studies on some nickel accumulating plants from New Zealand and New Caledonian serpentine areas : a thesis presented in partial fulfilment of the requirements for the degree of Master of Science in Chemistry at Massey University(Massey University, 1974) Lee, JulianSerpentine areas in New Zealand and New Caledonia are described. A study was made of soil factors controlling the distribution of five species from a serpentine flora in the Dun Mountain area, South Island, New Zealand. Samples of soil were taken from sites of each of the species, and each sample was analysed for calcium, chromium, cobalt, copper, magnesium, manganese, nickel, potassium and zinc. On the basis of the species growing on them, the soil samples were divided into five groups: group 1, Pimelea suteri; group 2, Myosotis monroi; group 3, Lebe odora; group 4, Cassinia vauvilliersii; group 5, Leptospermum scoparium. Discriminant analysis was used to characterise each group of soils on the basis of chemical composition. The results showed that the two endemic plants (P. suteri and M. monroi) were much more commonly found in localities of highest magnesium concentration. These two species were strongly differentiated by the potassium and copper levels in their soils. No strong elemental discrimination was found among the non-endemic species. Correlation coefficients were calculated for the relationships between pairs of elements and highly-significant correlations (P 0.001) are reported. A nickel accumulating species from New Caledonia, Homalium kanaliense is compared with the New Zealand nickel accumulator, Pimelea suteri. The very high accumulation of nickel in the New Caledonian species, presents interesting questions in plant physiology. Purification of nickel complexes from an aqueous extract of B. kanaliense leaves was achieved and preliminary identification methods employed. None of the nickel was associated with amino acids and the present evidence suggested possible complexing of the nickel to simple carboxyllic sugars.Item Tongan women and leadership in New Zealand : a thesis presented in partial fulfilment of the requirements of the degree of Master in Business Studies at Massey University(Massey University, 2016) Paea, Seluvaia TalikivahaThis study aims to explore how Tongan women practice leadership in New Zealand organizations. To understand the Tongan women’s leadership practice involves understanding the factors that underpin the philosophy behind their practice of leadership in their given contexts. The development of this exploration study was completed using a qualitative research framework with a focus on interpretative study interlaced with the Kakala model to produce a feminist interpretive qualitative study. I employed the talanoa method in my data collection to assist the research framework to gather valid and indepth reflections by the participants. I used the thematic analysis to analyse the data. The findings indicated how Tongan women in New Zealand organizations practice leadership based on frames that they observed and experienced during their upbringing and life journey. Numerous factors or strands emerged from the findings that weave together to produce the participants’ understanding and sensemaking of leadership. During the participants’ practice of leadership in their given contexts, they reframed some of the pre-concieved frames that enhance their leadership understanding and leadership practices. I used the metaphorical process of lalanga fala to frame the participants’ ontological narratives on their sensemaking and practice of leadership. This study highlights the value of understanding the frames that shaped the understanding of Tongan women in New Zealand on leadership. How they practice leadership in their given contexts relates to the frames that they see through. The use of framing helped to motivate participants to contribute in leadership acts no matter what position they hold in an organization.Item The influence of shifting Pacific identities in learning : the experience of parents raising children of mixed Pacific ethnicities : a thesis presented in partial fulfillment of the requirements for the degree of Master of Arts in Education at Massey University, Palmerston North, New Zealand(Massey University, 2017) Leafe, Rachael VioletiIdentity construction for the Pacific population in Aotearoa/New Zealand remains a politically and contextually contested arena that shifts according to the socio-cultural interactions within the immediate and external environment of an individual. This study views parents as agents of change and explores ethnic transmission and cultural identity development through the eyes of parents raising children of mixed Pacific ethnicities. This qualitative study employed both Western and Pacific methodologies to collect and analyse data and used the talanoa method to engage the insights and experiences of five couples. Social constructionism and Bronfenbrenner’s (2005) ecological systems theory provided a framework to explain the dynamics of social interactions and external conditions that influence the constructs of peoples’ lived realities. This study found that families, peers, and schools influence interactions that shift and impact the cultural identity development and resiliency of children with mixed Pacific ethnicities. In addition to this, societal perceptions, racism, and stereotypes are external environmental conditions that further impact cultural identity development and resiliency. The metaphor of a balancing act illustrates the challenges and strategies parents use to manage family and cultural expectations as well as the efforts required to maintain access and opportunities to cultural knowledge, values and practices. The findings suggest that a culturally responsive education can work to minimise intolerance, exclusion, and racism experienced by an individual. Key recommendations include the promotion of identity development education that serves to empower individuals and parents to nurture positive identities and resilience in the mixed Pacific generation.
