    Preparing for the next pandemic: insights from Aotearoa New Zealand's Covid-19 response

    In 2020 Aotearoa New Zealand, like many other countries, faced the coronavirus pandemic armed with an influenza-based pandemic plan. The country adapted rapidly to mount a highly strategic and effective elimination response to the SARS-CoV-2 pandemic. However, implementation was hampered by gaps in pandemic preparedness. These gaps undermined effectiveness of the response and exacerbated inequitable impacts of both Covid-19 disease and control measures. Our review examines the Covid-19 response, reflecting on strengths, limitations and implications for pandemic planning. We identify three key areas for improvement: 1) development of a systematised procedure for risk assessment of a new pandemic pathogen; 2) investment in essential capabilities during inter-pandemic periods; and 3) building equity into all stages of the response. We present a typology of potential pathogens and scenarios and describe the evidence assessment process and core capabilities required for countries to respond fluidly, equitably, and effectively to a rapidly emerging pandemic threat.

    Social vulnerabilities and wildfire evacuations: A case study of the 2019 Kincade fire

    Vulnerable populations (e.g., populations with lower income or disabilities) are disproportionately impacted by natural hazards like wildfires. It is crucial to develop equitable and effective evacuation strategies to meet their unique needs. While existing studies offer valuable insights, we need to improve our understanding of how vulnerabilities affect wildfire evacuation decision-making, as well as how this varies spatially. The goal of this study is to conduct an in-depth analysis of the impacts of social vulnerabilities on aggregated evacuation decisions, including evacuation rates, delay in departure time, and evacuation destination distance by leveraging large-scale GPS data generated by mobile devices. Specifically, we inferred evacuation decisions at the level of the census block group, a geographic unit defined by the U.S. Census, utilizing GPS data. We then employed ordinary least squares and geographically weighted regression models to investigate the impacts of social vulnerabilities on evacuation decisions. We also used Moran's I to test if these impacts were consistent across different block groups. The 2019 Kincade Fire in Sonoma County, California, was used as the case study. The impacts of social vulnerabilities on evacuation rates show significant spatial variations across block groups, whereas their effects on the other two decision types do not. Additionally, unemployment, a factor under-explored in previous studies, was identified as contributing to both an increased delay in departure time and a reduction in destination distance of evacuees at the aggregate level. Furthermore, upon comparing the significant factors across different models, we observed that some of the vulnerabilities contributing to evacuation rates for all residents differed from those affecting the delay in departure time and destination distance, which only applied to evacuees. These new insights can guide emergency managers and transportation planners to enhance equitable wildfire evacuation planning and operations.

    Awareness, support, and opinions of healthy food and drink policies: a survey of staff and visitors in New Zealand healthcare organisations.

    Background In 2016, a voluntary National Healthy Food and Drink Policy (hereafter, “the Policy”) was released to encourage public hospitals in New Zealand to provide food and drink options in line with national dietary guidelines. Five years later, eight (of 20) organisations had adopted it, with several preferring to retain or update their own institutional-level version. This study assessed staff and visitors’ awareness and support for and against the Policy, and collected feedback on perceived food environment changes since implementation of the Policy. Methods Cross-sectional electronic and paper-based survey conducted from June 2021 to August 2022. Descriptive statistics were used to present quantitative findings. Free-text responses were analysed following a general inductive approach. Qualitative and quantitative findings were compared by level of implementation of the Policy, and by ethnicity and financial security of participants. Results Data were collected from 2,526 staff and 261 visitors in 19 healthcare organisations. 80% of staff and 56% of visitors were aware of the Policy. Both staff and visitors generally supported the Policy, irrespective of whether they were aware of it or not, with most agreeing that “Hospitals should be good role models.” Among staff who opposed the Policy, the most common reason for doing so was freedom of choice. The Policy had a greater impact, positive and negative, on Māori and Pacific staff, due to more frequent purchasing onsite. Most staff noticed differences in the food and drinks available since Policy implementation. There was positive feedback about the variety of options available in some hospitals, but overall 40% of free text comments mentioned limited choice. 74% of staff reported that food and drinks were more expensive. Low-income staff/visitors and shift workers were particularly impacted by reduced choice and higher prices for healthy options. Conclusions The Policy led to notable changes in the healthiness of foods and drinks available in NZ hospitals but this was accompanied by a perception of reduced value and choice. While generally well supported, the findings indicate opportunities to improve implementation of food and drink policies (e.g. providing more healthy food choices, better engagement with staff, and keeping prices of healthy options low) and confirm that the Policy could be expanded to other public workplaces.

    Bringing the home into school: learning and connecting through mathematics education during the time of a pandemic

    The COVID-19 pandemic brought with it a new way of being in a changed and uncertain world. Aotearoa/New Zealand took a well-being approach and in turn, we share the positive outcomes which resulted for some low socio-economic schools and communities in relation to teacher learning and relationships with families. In this article, we report on how teachers and schools connected with diverse students and their families during the period of remote learning. We draw on the responses from 20 teachers and school leaders who participated in interviews. Following the wider government focus, schools took a well-being first approach which led to increased connections and positive home/school relationships. The results highlight how a disruptive event such as COVID-19 can also be a time to focus on strengths of diverse communities and gain insights. We demonstrate that while focusing on mathematics, teachers and school leaders gained insights related to their students’ funds of knowledge and saw opportunities for learning for students, parents, and the teachers themselves.
