Item Creating a ‘planning emergency levels of service’ framework – a silver bullet, or something useful for target practice?(Elsevier B.V., 2023-06-01) Mowll R; Becker J; Wotherspoon L; Stewart C; Johnston D; Neely D‘Planning Emergency Levels of Service’ (PELOS) are service delivery goals for infrastructure providers during and after an emergency event. These goals could be delivered through the existing infrastructure (e.g., pipes, lines, cables), or through other means (trucked water or the provision of generators). This paper describes how an operationalised framework of PELOS for the Wellington region, New Zealand was created, alongside the key stakeholders. We undertook interviews and workshops with critical infrastructure entities to create the framework. Through this process we found five themes that informed the context and development of the PELOS framework: interdependencies between critical infrastructure, the need to consider the vulnerabilities of some community members, emergency planning considerations, stakeholders’ willingness to collaborate on this research/project and the flexibility/adaptability of the delivery of infrastructure services following a major event. These themes are all explored in this paper. This research finds that the understanding of the hazardscape and potential outages from hazards is critical and that co-ordination between key stakeholders is essential to create such a framework. This paper may be used to inform the production of PELOS frameworks in other localities.Item A new mapping tool to visualise critical infrastructure levels of service following a major earthquake(Elsevier B.V., 2024-01) Mowll R; Anderson MJ; Logan TM; Becker JS; Wotherspoon LM; Stewart C; Johnston D; Neely DHow can emergency management teams communicate to potentially impacted communities what a major event causing infrastructure outages might mean for them, and what they can do to prepare? In this paper we describe the process of creating a webtool for end users to visualise infrastructure outages that the Wellington region of New Zealand would face following a rupture of the Wellington fault. This webtool creates insight for three key groups: critical infrastructure owners, communities, and the emergency management sector itself. Critical infrastructure entities can use the tool to understand where they might consider infrastructure upgrades to mitigate gaps of delivery following a fault rupture, and to consider their emergency response plans for delivery in an emergency (leading to their consideration of ‘planning emergency levels of service’). Communities can use the tool to understand what infrastructure outages will mean at the household level in an emergency, including the considerable distances that some community members will have to walk to access services such as food and water and prepare for prolonged outages. Finally, with a greater knowledge of the gaps in delivery and of those community members that might need assistance with food and water collection, the emergency management sector can be better prepared. The methodology for creating the webtool is described, along with the insights that the completed webtool provides for emergency planning.Item Lameness prevalence and management practices on Irish pasture-based dairy farms(BioMed Central Ltd, 2022-06-08) Browne N; Hudson CD; Crossley RE; Sugrue K; Kennedy E; Huxley JN; Conneely MBackground Lameness is a painful disease, which negatively impacts dairy cow production and welfare. The aim of this observational study was to determine herd lameness prevalence, describe current lameness management practices and identify the presence of established risk factors for lameness on Irish pasture-based dairy farms. Farms were visited once during grazing (99 farms) and again during housing (85 farms). Lameness scoring was carried out at each visit (AHDB 0–3 scale); cows were classified as lame if they scored two or three. Farm management practices and infrastructure characteristics were evaluated via farmer questionnaires and direct measurements of farm infrastructure. Results Median herd-level lameness prevalence was 7.9% (interquartile range = 5.6 – 13.0) during grazing and 9.1% (interquartile range = 4.9 – 12.0) during housing; 10.9% of cows were lame at a single visit and 3.5% were lame at both visits (chronically lame or had a repeat episode of lameness). Fifty-seven percent of farmers were not familiar with lameness scoring and only one farm carried out lameness scoring. Only 22% of farmers kept records of lame cows detected, and 15% had a lameness herd health plan. Twenty-eight percent of farmers waited more than 48 h to treat a lame cow, and 21% waited for more than one cow to be identified as lame before treating. Six percent of farmers carried out routine trimming and 31% regularly footbathed (> 12 times per year). Twelve percent put severely lame cows in a closer paddock and 8% stated that they used pain relief to treat severely lame cows. Over 50% of farms had at least one cow track measurement that was classified as rough or very rough, and cow tracks were commonly narrow for the herd size. On 6% of farms, all cubicle beds were bare concrete (no matting or bedding) and on a further 6% of farms, there was a combination of cubicles with and without matting or bedding. On 56% of farms, all pens contained less than 1.1 cubicles per cow and on 28% of farms, a proportion of pens contained less than 1.1 cubicles per cow. Conclusions Overall, this study identified infrastructure and management practices which could be improved upon. The comparatively low lameness prevalence demonstrated, compared to fully housed systems, also highlights the benefits of a pasture-based system for animal welfare; however, there remains scope for improvement.Item Infrastructure planning emergency levels of service for the Wellington region, Aotearoa New Zealand – A preliminary framework(Elsevier Ltd, 2022-04-01) Mowll R; Becker JS; Wotherspoon L; Stewart C; Johnston D; Neeley D; Rovins J; Ripley SElements of a potential emergency response to a major hazard event can be identified early in the response planning process. Having goals for emergency provision of services, particularly infrastructure, would provide clear planning goals and actions for emergency responders. Agreed goals would also help residents more fully understand the likely nature of the service provisions following a major hazard event, allowing them to plan for events and resulting infrastructure outages. This paper proposes a set of ‘planning emergency levels of service’ based in literature and developed by practitioners that could be used to understand post-event planning and actions, across the critical infrastructure sectors. The resulting framework contains proposed planning emergency levels of service for the energy, telecommunications, transport, and water sectors. With potential local adjustment, this framework may be more widely applicable for other high-income regions. Limitations of the framework include that it has been developed based on literature and emergency management professionals' opinions and requires more research to ascertain its operational applicability.Item Does leadership style differ between a post-disaster and non-disaster response project? A study of three major projects in New Zealand(MDPI (Basel, Switzerland), 2019-09) Witton F; Rasheed EO; Rotimi JOBPurpose–The leadership styles of three major infrastructure projects within New Zealand were determined and comparatively analysed to ascertain whether the leadership style employed in a post-disaster recovery project would differ significantly from a normal infrastructure project. A multifactor leadership questionnaire was administered to project leaders and personnel of the three infrastructure projects. The statistically significant differences (p < 0.05) in leadership styles were determined using one-way ANOVA analytical tool in STATISTICA 13. Results showed all three projects have strong transformational and transactional leadership traits. There were similarities in leadership style amongst the projects. None of the projects had a significant laissez-faire leadership style. Hence there is no significant difference in leadership style between a disaster recovery project and a normal project. Plausible reasons and implications are provided to support these findings. This study provides insight into leadership styles employed in projects in New Zealand, which could assist in the decision-making process for new and existing projects. Future studies could investigate the effect a combination of leadership styles will have on project success and staff retention.
